About The Position

The HR Manager serves as the sole human resources leader for Pavone Group, responsible for the full spectrum of HR functions, from strategy and compliance to daily employee support. The HR Manager designs and implements policies, programs, and practices that ensure compliance, drive organizational growth, and reinforce Pavone Group’s people-first culture. This role is highly hands-on and strategic, balancing long-term workforce planning with day-to-day HR administration, while continuously streamlining and optimizing HR processes to create efficiency, reduce redundancies, and build scalable systems that support the agency’s growth.

Requirements

  • Bachelor’s degree in Human Resources, Business Administration, or related field (Master’s degree or SHRM-CP/PHR certification preferred).
  • 7–10 years of progressive HR experience.
  • Experience as both a strategic advisor and hands-on practitioner, ideally in a department of one or small HR team.
  • Strong knowledge of employment law and multi-state compliance requirements.
  • Proven track record of optimizing processes, implementing HR technology, and creating efficiencies across HR functions.
  • Excellent interpersonal, communication, and problem-solving skills; able to build strong relationships at all levels of the organization.
  • Experience with Paylocity or similar HRIS platforms.

Responsibilities

  • Partner with senior leaders on workforce planning, organizational design, and talent strategy.
  • Develop and communicate HR policies, procedures, and handbooks; ensure compliance with multi-state regulations.
  • Lead culture-building and employee engagement programs, ensuring a positive and inclusive workplace.
  • Continuously evaluate, streamline, and improve HR processes and systems to increase efficiency and scalability.
  • Maintain and optimize HRIS workflows for onboarding, status changes, separations, time off, and compliance.
  • Identify opportunities to automate and simplify HRIS workflows.
  • Lead full-cycle recruiting: job postings, applicant screening, interview coordination, offers, and negotiations.
  • Partner with hiring managers to define job descriptions and hiring needs.
  • Own new hire orientation and onboarding processes to create a seamless employee experience.
  • Continuously refine recruiting and onboarding processes to reduce time-to-hire and improve candidate experience.
  • Design and lead employee engagement initiatives, recognition programs, and well-being activities.
  • Develop and manage performance review cycles, goal-setting frameworks, and employee development planning.
  • Provide coaching to managers on performance, feedback, and career growth practices.
  • Implement tools and processes that simplify manager and employee interactions with HR programs.
  • Benchmark and manage compensation programs; oversee salary adjustments, promotions, and incentive structures.
  • Lead annual benefits, open enrollment and ongoing vendor relationships.
  • Ensure effective employee communication on benefits, resources, and policy changes.
  • Resolve benefits issues by working directly with carriers and vendors.
  • Ensure compliance with all federal, state, and local labor and employment laws across multi-state operations.
  • Manage employee relations issues, investigations, and corrective actions with discretion.
  • Conduct exit interviews and analyze data to inform retention and engagement strategies.
  • Maintain personnel records and oversee HR audit readiness.
  • Partner with the Director of Executive Office & Agency Reputation on company events, HR leads employee engagement and culture, while collaborating on executive-facing or client-facing functions.
  • Collaborate with Accounting on payroll reporting, budgets, audits, and compliance.
