About The Position

The Human Resources Manager is responsible for planning, coordinating, and executing a broad range of human resources functions to support organizational objectives and ensure regulatory compliance. This role oversees employee relations, benefits administration, compliance, HRIS management, recruiting support, and policy development. The HR Manager serves as a trusted advisor to leadership and employees while maintaining the highest standards of integrity, confidentiality, and professionalism. B3H is a leader in building winning DoD and corporate teams. B3H provides the full spectrum of strategic planning, program management, acquisitions management, systems engineering & integration, cost analysis, training, systems requirements analysis, and instructional system design for the DoD. B3H delivers quality performance with complete government visibility and control. Corporate headquarters are in Fort Walton Beach, Florida.

Requirements

  • Bachelor’s degree in Human Resources, Business Administration, or related field preferred with 3–5 years of progressive HR experience; OR
  • Associate degree in Human Resources or related field with 5–7 years of related HR experience; OR
  • Equivalent combination of education and experience.
  • Strong understanding of employment laws and HR best practices.
  • Experience with HRIS systems and reporting tools.
  • Excellent written and verbal communication skills.
  • Strong analytical and problem-solving abilities.
  • Ability to manage competing priorities while meeting deadlines.
  • High level of integrity, discretion, and ethical conduct.
  • Demonstrated initiative and sound independent judgment.

Nice To Haves

  • PHR, SPHR, SHRM-CP, or SHRM-SCP certification preferred (or actively pursuing certification).

Responsibilities

  • HR Compliance & Regulatory Oversight
  • Ensure compliance with all federal, state, and local employment laws and regulations, including but not limited to FLSA, ACA, EEO, VETS-4212 reporting, and applicable wage determinations.
  • Maintain knowledge of legal requirements affecting HR functions and update policies and procedures accordingly.
  • Conduct internal audits of HR processes to ensure compliance with contractual, regulatory, and corporate standards.
  • Serve as a subject matter expert on HR compliance matters.
  • Employee Relations & Policy Administration
  • Advise managers and employees on interpretation and application of HR policies and procedures.
  • Conduct workplace investigations and recommend appropriate resolutions.
  • Prepare employee separation documentation and conduct/track exit interviews.
  • Manage unemployment claims and responses.
  • Develop, update, and maintain HR policies and employee handbook materials.
  • Benefits Administration
  • Administer employee benefits programs including medical, dental, vision, life, disability, retirement, and leave programs.
  • Coordinate with brokers and carriers to ensure accurate enrollment, billing reconciliation, and compliance.
  • Manage annual open enrollment processes, employee communications, and system configuration.
  • Maintain benefits participation records and required documentation.
  • HRIS & Data Management
  • Provide HRIS system administration and technical support, including report generation, troubleshooting, and workflow improvements.
  • Maintain employee records including hires, promotions, transfers, performance reviews, and terminations.
  • Ensure data integrity and accurate government reporting.
  • Analyze HR data and provide actionable recommendations to leadership.
  • Talent Acquisition & Workforce Support
  • Support recruiting initiatives, job postings, applicant screening, and employment offers.
  • Review job classifications and compensation data; assist with compensation and benefits surveys.
  • Assist with development of training programs and compliance-related education initiatives.
  • Payroll & Compensation Support
  • Coordinate HR-related payroll functions, including compensation updates, wage adjustments, employment status changes, and deduction accuracy.
  • Review and analyze competitive compensation and benefits data.
  • Strategic HR Support
  • Conduct research and feasibility studies related to HR programs and initiatives.
  • Develop recommended courses of action to improve operational efficiency, employee engagement, and compliance posture.
  • Provide continuity planning and documentation for HR operations.
  • Promote a culture of safety, quality, and cost efficiency.
