About The Position

We are seeking a Human Resources Manager to join Auberle's leadership team in advancing our mission to support youth and families across Pennsylvania. As the senior-most Human Resources role on the team, this position provides day-to-day oversight of the Human Resources function and carries significant visibility across all levels of the organization. The Human Resources Manager serves as a trusted partner to staff and leadership alike, and acts as the primary HR representative in employee relations matters, including performance management, corrective action, and separation processes. The ideal candidate brings a tech-forward mindset and a deep commitment to people — leveraging technology to reduce administrative burden, cultivating an inclusive and high-performing culture, and positioning Auberle as an employer of choice in the community. This role places a strong emphasis on efficient and effective use of resources, with a focus on identifying and implementing scalable, data-informed people practices. The Human Resources Manager will lead the design and implementation of HRIS efficiencies and drive initiatives that assess organizational culture, strengthen employee engagement, and advance talent management and retention practices.

Requirements

  • Primary office location is in McKeesport, PA with travel to satellite locations required.
  • Act 33/34 and FBI Clearances required.
  • Master's degree in Human Resources, Business Administration, or a related field with a minimum of 2 years of HR management experience; OR a Bachelor's degree with a minimum of 5 years of HR management experience.
  • Strong knowledge of applicable federal and state employment laws and regulations.
  • Experience with HRIS platforms required; familiarity with Paycom strongly preferred.
  • Demonstrated ability to leverage technology to improve HR operations.
  • Experience overseeing or supporting payroll processing and ensuring compliance with applicable regulations.

Nice To Haves

  • In addition, PHR/SPHR or SHRM-CP/SCP certification preferred.

Responsibilities

  • Lead and oversee all Human Resources functions, including supervision, development, and performance management of the HR team.
  • Serve as the primary HR representative in employee relations matters, including workplace investigations, corrective action, and separation processes, while fostering a positive, engaged, and inclusive workplace culture.
  • Design, implement, and continuously improve recruitment, onboarding, and retention strategies, including workforce planning and full-cycle hiring to meet current and future staffing needs.
  • Lead the design and implementation of HRIS efficiencies, leveraging technology to streamline HR operations and reduce administrative burden.
  • Design and lead organizational culture assessments and implement action plans that strengthen employee engagement and workplace satisfaction.
  • Develop and implement HR policies, procedures, and initiatives in partnership with leadership, ensuring compliance with applicable laws, regulations, and organizational standards.
  • Partner with executive leadership to assess leadership strengths and gaps, advance performance management practices, and develop plans to meet future agency needs.
  • Manage HR programs and systems, including employee benefits administration, HRIS oversight, and participation in cross-functional committees.
