This is an opportunity for an experienced HR Manager to make a meaningful impact while partnering closely with leadership and staff. The Human Resources Manager is responsible for managing and supporting CyKor’s core HR functions, including employee relations, recruiting, onboarding, HR operations, compliance, and culture initiatives. This role works closely with company leadership to implement and maintain effective HR practices that support a compliant, engaging, and well‑run workplace in a fast-growing IT government contracting environment. CyKor has more than 70 employees across 16 states, with headquarters based in Annapolis, Maryland. We are seeking a collaborative, hands‑on HR Manager with a high level of integrity, confidentiality, and discretion, who is comfortable operating in a lean HR environment and providing practical support to managers and employees. This is an primarily an office-based position (3-4 days per week in the office; 1-2 days per week remote).

Requirements

  • Bachelor’s Degree required (HR, Business, or related field preferred)
  • 5-8 years of progressive HR experience
  • Prior experience in an HR Manager, Senior HR Generalist, or similar role
  • 3+ years of hands-on experience in HRIS (Paylocity or comparable platform)
  • Strong working knowledge of HR laws and best practices
  • Experience supporting a growing, regulated, or government‑adjacent organization (GovCon strongly preferred)
  • Experience operating as a stand‑alone or lean HR leader
  • Familiarity with audit readiness and documentation discipline
  • High ownership and accountability
  • Strong organizational, prioritization, and follow-through skills
  • Demonstrated knowledge of human resources laws in multi-state jurisdictions
  • Ability to manage competing demands in a growth environment

Responsibilities

  • People & Culture Execution Implement and support HR strategies aligned with company growth, organizational design, and workforce planning.
  • Partner with leadership to shape company culture, promote engagement, and support long-term initiatives.
  • Support change management initiatives, communication planning, and continuous improvement efforts.
  • HR Operations & Compliance Oversee HR policies, processes, and HRIS optimization in Paylocity ensuring accuracy, data integrity, and compliance.
  • Ensure adherence to federal, state, and local employment laws, GovCon requirements, and internal standards.
  • Register CyKor as an employer in new states and obtain all necessary state rates for Paylocity, as needed.
  • Manage compensation frameworks, performance cycles, benefits administration, and risk mitigation.
  • Talent Acquisition & Workforce Management Lead internal recruiting strategy, including resource forecasting, role scoping, interview processes, and candidate experience.
  • Oversee onboarding for W2 employees and 1099 contractors, ensuring readiness, compliance, and a streamlined experience.
  • Partner with Delivery and Operations to anticipate staffing needs for government contracts and growth.
  • Employee Relations & Engagement Serve as primary escalation point for employee relations inquiries, conflict resolution, investigations, coaching, and performance concerns.
  • Develop and execute culture-building programs, recognition initiatives, and employee engagement activities.
  • Provide leadership coaching to managers to enhance people leadership effectiveness.
  • Events, Communications & Culture Programs Direct planning and execution of all company-wide events.
  • Oversee office operations and workplace experience, including vendor coordination and facilities partnership.
  • Manage internal communications, employee feedback loops, and initiatives supporting belonging and retention.
  • Vendor, Benefits & HR Infrastructure Management Support vendor relationships including benefits providers, brokers, and HR service partners.
  • Manage complex benefits issues, eligibility reviews, and employee support.
  • Drive continuous improvement across HR technology, systems, and processes.
