About The Position

NapaSan is hiring a Human Resources Manager to serve as a trusted resource for employees of the District. This role supports staff with benefits administration, the full recruitment cycle, and coordination with finance/payroll to ensure accurate and timely processing consistent with District policies, labor agreements, and regulatory requirements. Exercising sound judgment and discretion, the Human Resources Manager maintains confidentiality of personnel, medical, and payroll records while advising management and staff on sensitive employee matters, ensuring compliance, integrity, and trust across the organization.

Requirements

  • Ability to work collaboratively across departments and independently solve problems
  • Experience with confidential personnel records management practices
  • Ability to interpret policies, labor agreements, and California labor laws
  • Collaborative partner with finance staff
  • Skilled at scheduling/coordinating effective training for staff at all levels
  • Detail-oriented and proficient with Microsoft Office, capable of building and maintaining comprehensive recordkeeping systems with accuracy and consistency
  • Knowledge of CalPERS personnel management responsibilities
  • Thrives in a role with diverse responsibilities, able to “hit the ground running” to streamline and modernize processes
  • Must possess valid California Class C Driver’s License
  • Education: Bachelor’s degree from an accredited college or university with major coursework in human resources, public or business administration, or a related field.
  • Experience: 5+ years of progressively responsible professional experience in human resources.
