About The Position

ProSidian Consulting has an opportunity for a [HRSME1-0054 : Human Resources Lead Subject Matter Expert] located in Washington, DC | POSTING TYPE: THIS IS A CONTRACT POSITION. ProSidian Consulting is seeking a Human Resource Lead Subject Matter Expert (SME) with experience in the administration and management of Human Resources (HR) programs with siginifant experience in the Federal Government. The SME must have extensive expertise in conducting organizational assessments and review of enterprise–wide Human Capital functions and programs. Organizational Objectives: Organizational review and assessment of Federal Agency HR function to evaluate and make recommendations on the following items: Transactional HR Activities: The quality, efficiency and effectiveness of current HR transactional activities as they relate to client needs and expectations both now and in the future Business Partner Activities: The appropriate scope and nature of HR services and programs to be offered based upon leadership’s needs and expectations of the HR function Strategic Partner Activities: What is the appropriate strategic role that the federal agency expects HR to perform Technology: How effectively is HR using its existing technology and what additional technology enhancements can be recommended Organizational Structure and Functional Alignment: What changes are recommended in organizational structure, reporting relationships, functional alignment, roles and distribution of work for The Federal Agency’s HR function Assessment of Workload and Staffing Levels: What is the recommended staffing level and mix of positions for supporting HR’s current and workload going forward Measures of Success: What are the potential metrics HR can use to determine effectiveness of the study recommendations, if adopted?

Requirements

  • 12+ years of experience in Human Resources Management and Administration
  • Master's Degree in a relevant discipline
  • Ability to document using clear, concise and grammatically correct language
  • Excellent communication skills, both written and spoken for presentations
  • Excellent team player
  • Organizational Assessments of Human Resources Departments
  • Analysis of HR Governance Functions
  • Strategic Analysis of HR Functions
  • Understanding of Transactional HR Activities (Process Design, Job Design, etc.)
  • Business Partner Activities (Scope and Nature of HR Services Needed)
  • Assessment of Workload and Staffing Levels

Responsibilities
