About The Position

The City of Fairburn is seeking a reliable, detail-oriented, and experienced Human Resources Generalist to join our team. This role serves as a key liaison between management and employees, with a primary focus on processing accurate payroll, managing workers’ compensation claims, and administering employee benefits. The ideal candidate has strong analytical skills and a deep understanding of employment law to ensure compliance across all HR operations. Reports to the Human Resources Director.

Requirements

  • Requires an Bachelors' degree in Human Resources Management, Business Administration, Public Administration, Organizational Development, Psychology, or related field supplemented by three (3) years of related experience in human resources to include payroll administration, talent acquisition, and workers’ compensation and leave management programs, or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
  • Valid State of Georgia driver’s license.
  • Requires an acceptable general background check to include a local and state criminal history check and an acceptable driving record.
  • Knowledge of human resources principles and theories, and all pertinent federal and state Human Resources law and regulations, including FLSA and other DOL regulations, EEO, ADA, USERRA, COBRA, ACA, HIPAA, Section 125, Worker’s Compensation and related human resources legislation, in municipal government.
  • Knowledge of organizational development including training principles and practices.
  • Knowledge of recruitment and selection procedures and best practices.
  • Knowledge of all pertinent federal and state Human Resources law and regulations, including FLSA and other DOL regulations, ADA, and related human resources legislation.
  • Thorough knowledge of principles and processes for providing customer services. This includes setting and meeting quality standards for services and evaluation of customer satisfaction.
  • Knowledge of state and federal laws regarding records management.
  • Evaluates the best method of research and then exercises appropriate judgment in establishing priorities and resolving routine matters.
  • Considers the relative costs and benefits of potential actions to choose the most appropriate one.
  • Utilizes a computer with word processing, spreadsheet, and related software to effectively complete a variety of administrative tasks with reasonable speed and accuracy.
  • Proficient with Microsoft Office Suite (Outlook, Word, PowerPoint and Excel).
  • Uses logic and reasoning to understand, analyze, and evaluate complex situation; performs additional research to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches.
  • Plans and organizes daily work routine. Estimates expected time of completion of elements of work and establishes a personal schedule accordingly. Implements work activities in accordance with priorities and estimated schedules.
  • Ability to develop and maintain cooperative and professional relationships with employees and all levels of management to include City Officials, representatives from other departments, and organizations.
  • Ability to effectively communicate ideas and proposals verbally and in writing, to include the preparation of detailed reports and statistics.
  • Ability to handle a variety of complex human resources issues with tact and diplomacy and in a confidential manner.
  • Ability to perform arithmetic and statistical applications.
  • Ability to employ basic math principles and practices in the analysis and reporting of data.

  • Desired PHR/SPHR, SHRM-CP/SHRM-SCP, or PSHRA-CP/PSHRA-SCP certifications, or Georgia local government management certification.

Responsibilities

  • Serves as a strategic partner to City departments regarding employment, payroll administration, time & attendance, workers’ compensation, leave management and other human resources functions; provides a wide variety of information to employees, management concerning human resources programs, policies and procedures and interpretation of laws and regulations; receives and responds to inquiries; conducts research; and provides technical analysis.
  • Reviews and processes personnel actions with the HRIS and provides recommendations to ensure consistent application of human resources policies and procedures; identifies discrepancies and works with requesting departments to resolve problems or determine appropriate procedures.
  • Administers the Workers Compensation practices to include processing and monitors claims, coordinates claim status with department heads; responsible for ensuring adherence to timeframe for submission and accuracy of first report of injuries; submits injury reports to Workers’ Comp claims examiner; ensures follow up on open cases and escalates cases as needed; facilitates workers’ comp file audits.
  • Advises managers and employees on employee relations matters and disciplinary actions; advises and assists managers in identifying employee relations issues and determining appropriate course of action.
  • Facilitates the employment process, to include posting requisitions and actively sourcing talent through various channels, scheduling interviews for interview panel, reviewing selection packages, extending job offers and coordinating the background check process.

  • Develops, implements, and enforces company drug-free workplace policies and ensures compliance with federal and state regulations.
  • Oversees random, post-accident, and reasonable suspicion drug testing protocols, including coordination with vendors; Maintains secure, confidential employee records related to drug tests and health-related leave.
  • Coordinate, review, and evaluate MVRs for prospective employees operating company vehicles or using personal vehicles for business to ensure they meet company driving standards
  • Oversee, track, and re-check driving records annually for existing drivers to ensure they maintain a safe driving record; Ensures compliance with Federal Motor Carrier Safety Administration (FMCSA) requirements, including maintaining Driver Qualification Files (DQFs) and proper documentation of MVR checks.
  • Generates regular monthly reports on HR key metrics, including employee turnover, absenteeism, and recruitment and provides recommendations to the Human Resources Director.
  • Serves as backup for FMLA and benefits administration.
  • Adheres to all employment practices and requirements established in the City Personnel Policy.
  • Refers to the city's personnel policies, personnel handbook, labor and employment laws/regulations, and to various state and federal laws in performing responsibilities.
  • Maintain knowledge and understanding of complex legal matters and laws including: FLSA, Title VII, EPA, FCRA, COBRA, ERISA, ADEA, ADA, GINA, HIPPA, USERRA, and provide assistance in these areas.
  • Co-Chairs the safety committee meetings; prepares agendas; co-facilitates initiatives, challenges, events, and activities.
  • Creates promotional city-wide announcements for safety events and activities.
  • Maintains high level of confidentiality and discretion concerning employee relations, investigations, disciplinary actions, medical files, performance data, compensation, personnel records, and confidential correspondence; and maintains HRIS data security.
