Job Highlights: This Opportunity: The purpose of the Human Resources Director is to carry out responsibilities, under the general supervision of the Senior Human Resources Director, that will aid in the execution of the HR policies, processes, and systems created to enhance the quality of supports and services for staff, the people we support, and our communities. This position provides human resources business partner support to assigned states and carries out assigned administrative duties. The Human Resources Director will support the Senior Human Resources Director and Senior Vice President of Human Resources in the management of HR strategies aligned with organizational goals, such as conflict resolution, promoting a positive work environment, providing guidance on HR policies and procedures in assigned locales, and ensuring compliance with labor laws.

Responsibilities

  • Maintain, update, and provide guidance on HR policies, standards, and best practices.
  • Serve as the Employee Relations Liaison in assigned states regarding the management and field operations in the areas of disciplinary action(s), agency policy interpretation, unemployment insurance, conflict resolution, company policy violations, violation of state and federal laws relative to the workplace and individuals supported by the agency.
  • Support the Senior HR Director in managing complex employee relations issues, conflict resolution, and workplace investigations.
  • Oversee the administration and compliance of Leave Management Programs.
  • Work cooperatively with payroll department and risk management to process and coordinate all employee leaves and absences, including those relating to worker's compensation.
  • Lead audit preparation and compliance efforts for MCO/LME, State, The Joint Commission, and Child Placement Services, ensuring Monarch’s compliance regarding patient safety and quality of care; including, but not limited to documentation preparation, collaboration with other departments, on-site visits...etc.
  • Manage all unemployment claims and hearings for assigned states/regions and support North Carolina unemployment hearings and wage audits.
  • Conduct exit interviews, compile data for leadership, analyze trends, and recommend improvements to employee retention strategies.
  • Develop and maintain Standard Operating Procedures to support management and staff in understanding Monarch’s Employee Relations and Administrative processes.
  • Serve as liaison between HR, Talent Acquisition, and Education teams to align processes and initiatives.
  • Collaborates with the Senior Director on departmental planning, policy updates, and process improvements across all departments to ensure alignment with policies, procedures, and agency-wide strategies.
  • Partner with IT and HRIS teams to ensure accurate HR data management, system optimization, and accurate reporting.
  • Provide HR metrics and analytics to inform strategic decision-making.
  • Collaborate with Senior Human Resources Director or Senior Vice President of Human Resources in the development and implementation of performance management plans, including employee career development and agency succession plans.
  • Counsel managers on the implementation of these programs to ensure alignment with Monarch’s mission, vision, and values, in assigned areas.
  • Maintain trainings as required and requested.
  • Demonstrate knowledge of and comply with all agency policies and procedures.
  • Complete all other relevant duties and responsibilities assigned by the supervisor.
  • Driving and travel may be required.
