About The Position

The Human Resources (HR) Analyst position at the City of Tucson’s Human Resources department performs human resources-related functions in a generalist capacity to assigned departments. Functional areas of human resources include full cycle recruiting to include test development, compensation/salary review, and onboarding; payroll, consult with department, employees, and applicants on recruitment procedure, employee relations, policy and procedure, and interpretation of Civil Service Rules, Administrative Directives, and employment law. Assists in classification and compensation functions to include development of new classifications and creation of tiered job families. Work is performed under the supervision of the HR Manager. This position does not supervise.

Requirements

  • Education: Bachelor's Degree
  • Experience: One (1) year of relevant experience
  • Any combination of relevant education and experience may be substituted on a year-for-year basis.

  • Experience in more than one of the following HR functional areas: recruitment, classification, compensation, payroll, corrective and disciplinary action, training and development, interpretation and application of laws, rules, policies; and procedures, appeals, grievances or hearings; performance management, program or policy development, performance reviews, career counseling, organizational analysis or development, employee recognition or other functions relating to human resource management.
  • Experience interpreting and applying HR laws, rules, policies, procedures, and practices.
  • Proven proficiency in leveraging HRIS and payroll platforms, such as Workday and UKG, to streamline HR operations, manage employee data, and ensure accurate payroll processing.
  • Payroll experience (auditing).
  • Full-cycle recruitment experience
  • Professional certification from a recognized human resource/personnel association.
  • Human Resource experience in a public entity setting.

Responsibilities

  • Consults with hiring managers to assess recruitment needs and provide strategic guidance.
  • Manages full-cycle recruiting, including developing job bulletins, supplemental questionnaires, and examination methods based on job analysis, specifications, and minimum qualifications.
  • Engages with operational leaders to evaluate workforce needs and implement adaptable processes that respond to evolving organizational priorities and business demands.
  • Contributes to continuous process improvement initiatives within the HR department.
  • Designs, validates, and administers recruitment processes, including written exams, practical assessments, and panel interviews.
  • Coordinates and facilitates recruitment evaluations as needed.
  • Processes Human Resources Information System (HRIS) transactions within the enterprise system to support recruitment, onboarding, and related business processes.
  • Coordinates and completes employment offers and facilitates onboarding for selected candidates.
  • Provides HR business partner support to hiring departments, ensuring successful integration and engagement of new employees throughout their first eighteen months.
  • Identifies systemic inefficiencies across HR services and collaborates with stakeholders to develop innovative operational solutions.
  • Evaluates business processes and system changes to assess impacts on existing workflows, recommending optimized approaches to improve efficiency and achieve desired outcomes.
  • Designs, refines, and supports implementation of processes aligned with system workflows, assessing impacts on staffing and ensuring ongoing monitoring, continuous improvement, and effective change management.
  • Processes and audits payroll to ensure accuracy and compliance.
  • Provides guidance on benefits and responds to inquiries regarding city policies and procedures.
  • Tracks and manages FML, ADA, and light-duty cases for the assigned department.
  • Provides HR support to the employee throughout their career, up to and including the time of their separation of employment from the City of Tucson.
  • Advises department representatives, hiring authorities, employees, and applicants on the interpretation of policies, Civil Service Rules, Administrative Directives, and employment laws.
  • Recommends, implements, and evaluates enhancements to HR processes and practices to improve efficiency and effectiveness.
  • Assists with cross-functional teams to resolve complex issues related to workflows or other complex processes.
  • Provides support on employee relations matters, including assisting with research and preliminary fact-finding/investigations, and documents findings for review and guidance from the team lead.
  • Develops and provides formal training in areas of expertise.
  • Maintains knowledge of current developments and practices in human resources.
  • Provides/coordinates backup to HR staff as needed.
  • Performs all other duties and tasks as assigned.
