About The Position

The Florida Department of Highway Safety and Motor Vehicles (FLHSMV) provides highway safety and security through excellence in service, education, and enforcement. With a workforce of approximately 4,500 employees throughout the state, the Department is leading the way to A Safer Florida through the efficient and professional execution of its core mission: the issuance of driver licenses, vehicle tags and titles, and operation of the Florida Highway Patrol. The Office of Employee Relations in the Bureau of Personnel Services is seeking an individual to work as part of a team responsible for providing advice and coaching to leaders, managers and employees on all employee relations issues. The role provides strong partnership on disciplinary processes, grievance processes, legal issues, investigations, conflict management, etc. The work involves assessing and resolving complex employee relations matters while ensuring consistency in adherence to Department policies and procedures while maintaining a non-biased approach. The role requires skill, tact, persuasion, judgment, and/or negotiation skills to accomplish objectives.

Requirements

  • Knowledge of and the ability to apply Personnel Rules and Statutes.
  • General knowledge of employment practices, labor relations and collective bargaining contracts as they relate to Human Resource Management.
  • Superior oral and written communication skills to include the ability to speak or present effectively in front of large or small groups.
  • Ability to utilize critical thinking and judgement to analyze complex situations and develop appropriate recommendations for solutions.
  • Ability to research and analyze data pertaining to HR Management and prepare complex reports.
  • Ability to effectively handle very difficult or volatile situations.
  • Ability to maintain highly sensitive and confidential information.

Nice To Haves

  • Labor Relations and/or Employee Relations experience.
  • Experience advising and counseling managers, supervisors and employees regarding employee relations issues to include disciplinary processes, grievance processes, legal issues, investigations, and/or conflict management.
  • Preparing reports such as Affirmative Action reports and writing disciplinary actions.
  • Experience in conducting negotiations, mediating and/or leading meetings.
