About The Position

Under the general supervision of the Chief of Personnel and Human Resource Management, this is a highly professional, independent position providing, leadership, oversight, communication, and marketing strategies for the agency’s Human Resource (HR) processes.  This position is responsible for the overall effective management of the Payroll and Benefits team, including the workers’ compensation functional area. This leadership role requires self-motivation, innovation, initiative and must be an effective facilitator, motivator, and collaborator.  Duties are performed in accordance with Section 447.203 and Chapter 440, Florida Statutes.   This position spends more than 50% of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work, and compliance with customer service standards. Evaluates employees against established standards and takes appropriate actions when necessary (i.e. recognition, reward, corrective action, etc.).  Effectively recommends actions such as: hire, promotion, discharge, or discipline.    The incumbent in this position has direct access to information of a confidential nature which has been determined to relate to employer/employee relations, collective bargaining and/or other personnel issues as defined in s. 447.203a(4) & (5), F.S.  This position requires a high degree of confidentiality.   Ensures effective and efficient workflow by identifying, recommending and implementing process modifications as needed; communicates change to other process owners and/or other impacted stakeholders.   Responsible for representing the agency with external suppliers and stakeholders by modeling the values of the department in all actions, behavior, and communications.  Maintains the highest level of integrity and works to maximize morale, improve performance, and reduce undesirable turnover.  Represents the Department of Health at professional meetings and conferences and may be required to prepare and deliver presentations to communicate/disseminate information.  This may include designing handouts, manuals, training materials, etc.   Independently coordinates and supervises the Payroll and Benefits unit to ensure compliance with all applicable Federal and State laws, Department of Management Services (DMS) Personnel Rules, department policies, procedures, etc. Directs assigned personnel to achieve desired productivity, accuracy and service levels within established guidelines and operating procedures.   Maintains current knowledge of applicable Federal Law, Florida Statues, DMS Personnel Rules, Departmental Policies, Department of Financial Services (DFS) Payroll Preparation Manual, Florida PALM, and the People First (PF) system.  Interprets subject area to management, supervisors, employees, and personnel liaisons or obtains interpretations from appropriate sources.    Responds to requests for information and provide technical assistance to resolve problems in all areas of Payroll and Benefits, including proper procedures for processing actions and interpretations of laws, rules, and policies.   Conducts or participates in special assignments, some of a confidential or sensitive nature, that require knowledge and expertise in a wide variety of personnel disciplines.    Assists the Bureau Chief in formulating department policies for appropriate areas of responsibility as required and is responsible for coordinating with other areas, as needed.   Ensures that Dual Employment and Outside Employment requests are reviewed, approved and input as applicable.   Analyzes Based on analysis, formulate recommendations to management for operational, procedural, organizational, and policy implementation improvement, or correction.  Assist in final briefing to bureau chiefs, directors and management staff.   Serves as the security and access control custodian for the Employee Information Center (EIC) and FLAIR or applicable payroll system. Ensures approval of warrant cancellations and on-demand payments through FLAIR.   Performs other duties as assigned.

Requirements

  • Knowledge of federal law, DMS personnel rules, and department policies.
  • Knowledge of the People First system.
  • Skilled in computer programs (MicrosoftOffice suite, People First Ad-Hoc reporting)
  • Incumbent must have supervisory experience
  • Incumbent must have experience in State of Florida payroll processing
  • Incumbent must have experience in State of Florida insurance and benefits processing
  • Incumbent must have experience working with the People First system in an HR capacity
  • Incumbent must have effective communication and  excellent customer service skills
