About The Position

Provide services as a Human Capital Program Support Specialist III in support of the overall functions of NASA’s Ames Research Center located at Mountain View, CA. The individual will provide expert guidance, advisory, staffing, technology, analytical and operational support for the following services, which include but are not limited to talent development, consulting and coaching services, project management, recruiting, classification, hiring, and staffing services, performance management, communication products and presentations development, and data analysis and reporting. It also requires understanding of Federal, NASA, and industry talent management processes, interfaces, and systems to enable the HC services. Personnel provided under this effort shall possess qualifications, experience, and skillsets consistent with the requirements of this task order, including expertise in executive services program support, staffing, data analysis, reporting, and human capital systems. The individual shall provide best practice techniques and innovations from across Government, the Federal HC community, and industry. Work direction and assignments shall be in support of Agency, OCHCO and Executive Services leadership. Work shall also be requested by Executive Resources Business Partners (ESBPs) in coordination with Executive Services leadership. The work is varied and will evolve as the Agency’s Executive Service Corporate function evolves.

Requirements

  • Graduate studies or master’s degree in a related field, or bachelor’s degree with 2 years of experience, or High school diploma or GED and at least 4 years of experience directly related to the duties and responsibilities specified.
  • The contractor shall meet the necessary position qualifications for this task in accordance with the contract position description standards.
  • Additionally, familiarity and experience using the following unique government or NASA IT systems is preferred, which include but are not limited to: Electronic Position Description System (ePDS) Talent Acquisition: USA Staffing (USAS) Human Resources Service Delivery (HRSD)/ServiceNow (SNOW) Business Objects (BOBJ) Executive Performance Appraisal System (EPAS) Executive Services Position System (ESPS) HR Envrionment for Reporting and Analytics (HERA)

Responsibilities

  • Supporting ESBPs and Executive Service leadership in their daily work and in strategic planning efforts
  • Supporting and executing recruiting, classification, staffing, hiring, and on-boarding.
  • Creating and drafting hiring and staffing materials, including position descriptions, organization charts, position overview information, etc.
  • Providing classification services to properly assess and classify executive roles
  • Executing processes and workflows to enable core hiring activities, including submitting action requests, conducting classification analysis, running queries and reports, creating vacancy announcements and requisitions in staffing systems, analyzing and documenting applicant data and information (e.g. rating sheets, selection requests, superior qualifications determination and justification, etc.)
  • Developing and helping distribute communication and change management products and deliverables
  • Providing analytic and data services and deliverables
  • Assisting in information technology assessments, requirements development, design and development in support of executive talent management
  • Providing executive development, training, facilitation and organizational development support to grow and develop NASA’s leaders; enhance team effectiveness and program execution
  • Assisting throughout the performance management cycle by providing program support to included but not limited to data analysis and reporting, system administrative and support, communication and presentation development (reports, infographics, PowerPoints, emails, memos, etc.), procedural documentation, review of performance plans
  • Providing research, reporting and analysis, documentation and advice on Federal and Agency Executive Resources policies, programs and requirements
  • Supporting data requests by researching information and developing responses to the request
  • Leading or supporting initiatives or special projects upon request related to the efficient and effective execution of NASA’s Executive Services Program
  • Monitoring the OPM schedule progress for SES appointments and provide recommendations on the resolution of scheduling problems and implement accepted recommendations.
