About The Position

The Human Capital Management Senior Analyst in the Office of EEO & Diversity Affairs serves as a human resources coordinator for advanced human resources sub-programs. This role involves assisting the Affirmative Action Administrator in directing comprehensive agency-wide EEO, Diversity & Affirmative Action programs for the Department of Developmental Disabilities. Key responsibilities include monitoring compliance with EEO regulations, assisting with the complaint process for various programs, conducting investigative interviews, preparing and editing investigative reports, and monitoring discrimination complaints. The analyst also participates in the Reasonable Accommodation (RA) Program, reviewing and recommending accommodations, and advising employees. Furthermore, the position involves assisting with and conducting EEO training for staff and managers, counseling on EEO and ADA laws, and acting as an ADA subject matter expert. Data tracking for ADA and EEO concerns, including updating OAKS and compiling various EEO BI reports, is also a critical part of the role. Administrative duties such as maintaining records, operating computers for correspondence and reports, and answering inquiries are also performed.

Requirements

  • 3 yrs. exp. in human resources.
  • Completion of undergraduate core program in human resources, business or public administration; 12 mos. exp. in human resources.

Responsibilities

  • Serves as human resources coordinator for advanced human resources sub programs.
  • Assists Affirmative Action Administrator in statewide programs on behalf of the Deputy Director in directing comprehensive agency-wide EEO, Diversity & Affirmative Action programs & related programs for the Department of Developmental Disabilities.
  • Assists with monitoring central office & developmental center compliance with EEO regulations, trends, existing program standards, etc.
  • Assists Affirmative Action Manager in the complaint process for programs (e.g., Civil Rights Commission (OCRC) & other related entities).
  • Conduct investigative interviews.
  • Prepare materials for investigations.
  • Edit/proof investigative reports.
  • Monitor & log discrimination complaints from Developmental Centers & Central Office.
  • Participates in the Reasonable Accommodation (RA) Program.
  • Review/recommend Reasonable Accommodations by participating in the interactive process (e.g. preparing reasonable accommodation letters & RA files, participate, discuss accommodations received from the Developmental Centers (DC) & Central Office, advise employee verbally & in writing of the determination.)
  • Assist with EEO training for Developmental Centers & Central Office.
  • Trains new developmental center EEO staff regarding reporting responsibilities & internal processes.
  • Develops & conducts training for staff & managers of Central Office & Developmental Centers on matters related to the EEO program (e.g., Affirmative Action, Civil Rights/EEOC case investigation/preparations, sexual harassment prevention, reasonable accommodation process, EEO awareness programs etc.)
  • Counsels employees, applicants & agency managerial staff on EEO & ADA laws.
  • Assists in Representing agency as ADA subject matter expert.
  • Attends meeting, makes referrals, reviews & recommends best practice, stay abreast of program & contacts, a prepares EEO training materials (PowerPoint presentations, talking points, handouts, etc.).
  • Assist Manager with maintaining data tracking of ADA and EEO concerns to include updating OAKS ADA tracking.
  • Ensure employee ethnicity is indicated in OAKS for department staff, follow-up with Developmental Center for updates.
  • Run & compile various EEO BI reports for statistical information and reporting (e.g., workforce composition report, monthly missing information report, etc.).
  • Log complaints in data log, OAKS ADA reporting system, and EEO tracking log.
  • Compile & submit monthly discrimination complaint status report (MDSCR).
  • Supervises maintenance of records related to section activities.
  • Operates computer to type, log enter, access & generate correspondence & various reports.
  • Answers inquiries from internal & external customers.
  • Performs other duties within the scope/range of position as assigned.
