About The Position

The Human Capital Management Senior Analyst works under direction and requires thorough knowledge of human resources functions and civil service laws, rules, policies & procedures to serve as an Institution Personnel Director. This role coordinates advanced and non-advanced HR sub-programs, manages and oversees all personnel activities for the institution, manages the position roster, and ensures compliance. Key responsibilities include tracking and monitoring FMLA claims, coordinating independent medical evaluations for fitness for duty, overseeing return to work programs, managing disability separations and reinstatements, and tracking ADA compliance. The analyst also processes unemployment compensation claims, conducts exit interviews, runs reports for Labor Relations, formulates local personnel policies, and provides guidance to management and staff on HR policies, collective bargaining agreements, and state/federal law. The position involves overseeing vacant position filling, participating in employee orientation, maintaining tables of organization, coordinating performance evaluations, and directly supervising personnel office staff (e.g., HCM Analyst & payroll officers). Additionally, the role ensures timely and accurate payroll processing, approves leave requests, identifies and arranges training opportunities, conducts performance reviews, participates in recruitment events, monitors OPERS contributions, coordinates data for audits, conducts presentations and training on personnel matters, and researches/drafts responses to EEO complaints. The Senior Analyst also participates in committees, teams, meetings, training sessions, and conferences, and performs other assigned duties.

Requirements

  • 3 yrs. exp. in human resources.
  • Completion of undergraduate core program in human resources, business or public administration; 12 mos. exp. in human resources.
  • 1 yr. exp. as Human Capital Management Analyst, 64612.

Responsibilities

  • Works under direction and requires thorough knowledge of human resources functions and civil service laws, rules, policies & procedures in order to serve as Institution Personnel Director coordinating advanced and non-advanced HR sub-programs.
  • Manages and oversees all personnel activities for institution; manages position roster and ensures compliance
  • Tracks and monitors claims and advises employees regarding Family Medical Leave Act (FMLA)
  • Coordinates requests for and review of independent medical evaluations to determine fitness for duty
  • Oversees return to work program
  • Manages disability separations and reinstatements to return to work program, manages disability separations & reinstatements to return employees to work timely and in compliance with applicable regulations
  • Tracks, monitors compliance and advises appointing authority regarding Americans with Disabilities Act (ADA)
  • Tracks processes and monitors unemployment compensation claims and serves as management representative at unemployment compensation hearings
  • Conducts exit interviews
  • Runs reports and gathers data to notify Labor Relations of staff for placement on physician verification.
  • Formulates and implements local personnel policies and procedures at the institution ensuring compliance
  • Provides guidance and information to management and staff regarding policies and procedures, applicable collective bargaining agreements and state and federal law

  • Conducts presentations and provides training to management staff and others on personnel matters (e.g., in-service training, performance evaluations)
  • Conducts new employee orientation
  • Researches and drafts responses to EEO complaints
  • Participates in committees and teams
  • Attends meetings, training sessions and conferences
  • Performs other duties as assigned.
