Requirements

  • 3 yrs. exp. in human resources.
  • completion of undergraduate core program in human resources, business or public administration; 12 mos. exp. in human resources.
  • 1 yr. exp. as Human Capital Management Analyst, 64612.
  • equivalent of Minimum Class Qualifications For Employment noted above.

Responsibilities

  • Works under direction and requires thorough knowledge of human resources functions and civil service laws, rules, policies & procedures in order to serve as Operations Support Center's (OSC) Personnel Director.
  • Provides technical advice and assistance to OSC employees on Human Resources (HR) related policies, procedures, practices, administrative regulations, federal & state law, bargaining unit agreements, & directives.
  • Verifies and ensures compliance on all performed tasks by researching Department of Administrative Services (DAS) Directives, DRC policies and procedures, bargaining unit contracts, and civil service laws, and state and federal rules and regulations.
  • Monitors EPerformance and serves as HR System Administrator in approving all evaluations.
  • R eviews ePAR’s and attachments and ensures all screens are updated appropriately (e.g., action/reason codes, position number, step and step entry date, and compensation) then approves or disapproves accordingly.
  • R eviews position description authorizations and position descriptions (PD) to ensure duties meet the classification concept & classification specification then approves or disapproves accordingly (e.g., new positions, reclassifications, reports to changes & department id changes)
  • C oordinates agency vacancy postings & ensures compliance (e.g. creates requisitions, oversees posting of positions, approves electronic case merit selection files, verifies minimum qualifications screening)
  • Directly supervises Personnel staff\: assigns, reviews & approves work for content & accuracy; responds to questions & concerns & resolves problems
  • R esponds to questions and concerns and resolves problems; disseminates and interprets policy & procedures
  • P rioritizes and approves schedules and itineraries; approves requests for leave, overtime, compensatory time, attendance records and travel expenses
  • Identifies training needs and conducts or arranges for training opportunities (e.g., on the job & in-service)
  • Writes employee goals and completes and conducts timely performance evaluation reviews
  • Establishes and/or oversees office recordkeeping and other support activities
  • Researches and responds to sensitive, complex and routine inquiries and complaints
  • Prepares various human resources status reports
  • Researches the Wage Progression Roster to ensure employees listed are entitled to a step increase
  • Receives training on initial and on-going basis in areas of human resources, labor relations/collective bargaining, human resources development, quality initiatives, EEO & other related areas to keep current of changes in policies, procedures and laws and their impact on assigned area
  • Conducts interviews and trainings
  • Attends meetings, training sessions and conferences
  • Performs other duties as assigned.
