About The Position

The HRIS Director is responsible for the administration, configuration, and ongoing optimization of the agency’s HRIS and related applications. This role oversees HRIS workflows, position and FTE maintenance, data integrity, reporting structures, and system security. The HRIS Director partners with leadership, management, IT, applications support, and other stakeholders to ensure the HRIS supports operational needs, regulatory compliance, and organizational strategy. This role provides subject-matter expertise, leads system enhancements and implementations, troubleshoots complex issues, and recommends process improvements to ensure accurate, efficient, and effective HR operations.

Requirements

  • Bachelor’s degree in human resources, business administration, or another related field required, master’s degree in a related field preferred.
  • Minimum of six (6) years of progressive experience managing and overseeing HRIS workflows, processes, and system configuration and updates.
  • Minimum of three (3) years of experience with position management, FTE tracking, and workforce planning systems.
  • Minimum of two (2) years of supervisory experience.
  • Ability to proactively identify issues and correct them with appropriate measures.
  • Excellent interpersonal, organizational, time management, and verbal and written communication skills.
  • Strong working knowledge of payroll systems, configuration, and regulatory requirements.
  • Knowledge of payroll process, laws, and regulations.
  • Proficient in Microsoft Office Suite with intermediate Excel skills.
  • High attention to detail and strong analytical skills.
  • Ability to formulate and sustain positive working relationships with colleagues.
  • Ability to balance competing priorities, complex situations, meet deadlines, and work in a fast-paced environment.
  • Experience working with HRIS vendors and external consultants.
  • Ability to handle confidential information in a sensitive manner.
  • Comfortable working in a fast-paced environment.
  • Employee is required to sit, walk and stand for prolonged period of time (at least 8 hours).
  • Employee is required to effectively communicate both verbally and in writing.
  • Employee is required to operate standard office equipment such as computers, phones, photocopiers, fax and filing cabinets.
  • Employee might be required to lift/move light items.

Responsibilities

  • Directly supervises and supports the HRIS team to ensure effective administration, optimization, and support of all HRIS systems.
  • Manages assigned personnel by supervising, training, evaluating, and observing assigned team members.
  • Interviews, hires, develops, and retains high quality staff.
  • Serves as the primary administrator and subject-matter expert for the agency’s HRIS and related HR application systems.
  • Leads the development, implementation, and maintenance of HRIS related operational policies, procedures, and workflows.
  • Partners with senior leadership to define HRIS strategy, vision, and priorities, ensuring alignment with organizational goals and workforce planning needs.
  • Oversees the configuration, customization, and continuous improvement of HRIS platforms to enhance functionality, streamline processes, and improve end user experience.
  • In partnership with the VP of Accounting, oversees position management and FTE control, ensuring accuracy, consistency, and alignment with approved budgets and organizational structure.
  • Manages the full position lifecycle within the HRIS, including creation, maintenance, and closure of positions.
  • Plans, coordinates, and executes HRIS projects, including but not limited to system upgrades, new module implementations, feature enhancements, and process improvements.
  • Ensures HRIS projects are delivered on time, within scope and budget, and meet defined business and operational objectives.
  • Leads system testing, validation, and implementation activities to ensure system stability, data integrity, and minimal disruption to operations.
  • Configures, maintains, and optimizes HRIS workflows, business rules, security roles, and access controls in accordance with best practices and compliance requirements.
  • Ensures the accuracy, integrity, confidentiality, and security of HR data through audits, controls, and ongoing monitoring.
  • Develops, maintains, and delivers standard and ad hoc HRIS reports, dashboards, and data analyses to support leadership decision-making, compliance, and operational needs.
  • Collaborates with program leadership and other stakeholders to assess system needs, identify solutions, and implement enhancements that support efficient and effective business processes.
  • Researches HRIS functionality, vendor capabilities, and industry best practices to identify opportunities for automation, optimization, and continuous improvement.
  • Identifies, designs, and implements process improvements that enhance HRIS efficiency, data quality, and overall user satisfaction.
  • Provides expert guidance and troubleshooting support to end users on HRIS related issues, functionality, and processes as needed.
  • Demonstrates strong familiarity with payroll-related HRIS functionality and provides strategic oversight to ensure system integrity, regulatory compliance, and audit readiness.
  • Leads and participates in cross-functional working sessions with subject matter experts, IT, and system users to gather requirements and design new or revised workflows.
  • Ensures HRIS documentation, system processes, and data management practices meet quality standards, audit requirements, record retention guidelines, and applicable laws and regulations.
  • Supports HRIS compliance activities, including audits, reporting requirements, and regulatory inquiries.
  • Ensures that all required documentation (paper and electronic) is completed /processed appropriately, in a timely manner, and meets quality and compliance thresholds.
  • Performs other duties as assigned.
