This position acts as the primary point of contact for addressing personnel matters as the liaison for Facility Operations. This position needs strong communication skills and ability to explain critical programs and policies (eg. Annual Open Enrollment, Americans with Disabilities Act (ADA), Worker's Compensation, Short Term Disability, Extended and Long-Term Disability, Family Medical Leave (FML), Voluntary Shared Leave, Employee Assistance Program (EAP), Educational Assistance and others). This position will also benefit from a working knowledge of policies relating to grievances, disciplinary actions, etc. This position will also assist with screening hiring packets, scheduling interviews, completing reference checks, mailing pre-employment information to selected candidates, completing final hiring paperwork and coordinating start dates with Facility personnel and notifying appropriate personnel of such. Responsible for creating, organizing, and maintaining all personnel records for permanent and temporary staff positions, both occupied and vacant through the use of file maintenance and reports from the Integrated HR-Payroll System. This includes maintaining position history files on all permanent positions according to DPS policy. Position serves as the time administrator for the unit. This position may be called on to conduct training on the HR payroll system, new employee orientation, benefits and other training as needed to support facilities. Will also have an opportunity to perform financial, accounting or payment processing/reimbursements at times when needed.

Requirements

  • Associate’s degree, typically in Human Resources from an appropriately accredited institution or relevant field and no years of experience required or High school or General Educational Development (GED) diploma and 2 years of progressive experience in Human Resources.

Nice To Haves

  • Human resources experience in a "generalist" type role with knowledge of a variety of HR areas.
  • Human resources experience that has reached the point of serving teams with 20 more employees.
  • Demonstrated experience with Microsoft Excel
  • Demonstrated experience entering employees' time using time management organizational systems.
  • Experience with North Carolina State Department HRIS systems.

Responsibilities

  • Serve as the liaison between the unit and the REO
  • Serves as a member of interview panels as needed
  • Troubleshoot BEACON issues for employees
  • Coordinate criminal record checks with the REO and Juvenile Justice personnel technicians
  • Serves as the subject matter expert on benefits administration and communicates with managers and employees on related policies
  • Serves as the subject matter expert on policy requirements and employee time entry for leave categories to include, but not limited to personal and sick leave, holiday pay, military leave, civil leave, Family Medical Leave (FML), Leave Without Pay (LWOP), Leave of Absence (LOA), Voluntary Shared Leave (VSL), Adverse Weather Leave, and Community Service Leave.
  • Responsible for creating, organizing, and maintaining personnel and medical records for active and inactive permanent and temporary staff positions in accordance with DPS policy and the Functional Schedule for North Carolina State Agencies.
