About The Position

TRISTAR is seeking a highly motivated Human Resources Specialist to support the Workforce Development Branch with a focus on competency development, training coordination, and learning management system optimization. This position plays a key role in strengthening the technical workforce by supporting structured career development programs, ensuring training compliance, and enhancing learning system efficiencies. The selected candidate will collaborate with subject matter experts, functional leads, and leadership to advance competency-based development initiatives for scientists and engineers. This is a professional-level role requiring analytical ability, systems expertise, and independent judgment.

Requirements

  • Experience supporting a Department of Defense or federal workforce.
  • Experience working with Learning Management Systems (Waypoints preferred).
  • Knowledge of MS Lists, Planner, and/or PowerApps.
  • Experience designing competency-based development programs.
  • Background in process improvement or continuous improvement initiatives.
  • Experience supporting technical or engineering populations.
  • Able to obtain and maintain a T3 security clearance.
  • Must be a U.S. Citizen.
  • Bachelor’s degree in Human Resources, Organizational Development, Business Administration, Education, Industrial/Organizational Psychology, or related field.
  • Minimum 3 years of experience in workforce development, training coordination, HR program support, or learning systems administration.
  • Mid-to-advanced level proficiency in Microsoft Excel (required).
  • Strong analytical skills and ability to interpret data for reporting and compliance tracking.
  • Demonstrated ability to work independently and manage multiple priorities.
  • High attention to detail and strong organizational skills.
  • Professional, customer-service oriented demeanor with ability to engage employees and leadership at all levels.
  • Ability to obtain and maintain a T3 security clearance.

Responsibilities

  • Serve as Alternate Career Competency Development Program Coordinator for the Scientist & Engineering workforce.
  • Collaborate with subject matter experts to design, update, and enhance competency development frameworks.
  • Identify required skills and proficiencies for each competency level.
  • Develop structured training and experiential development plans supporting progression to journeyman-level expertise.
  • Research best practices in competency-based development and recommend program enhancements.
  • Support career mapping initiatives and workforce development strategies.
  • Serve as a functional expert in the Waypoints Learning Management System.
  • Generate and analyze mandatory training compliance reports for Security, Safety, and other functional areas.
  • Design and maintain learning playlists aligned to competency and career mapping initiatives.
  • Develop standard reports, templates, and dashboards to improve program efficiency.
  • Identify system optimization opportunities and support deployment of new LMS modules.
  • Support employee registration for contracted training courses.
  • Follow established contracting and procurement processes for training services.
  • Serve as backup AdHoc Training Request (ATR) Coordinator for off-site and online training reimbursement.
  • Support daily operational requirements at the Crane@WestGate training facilities.
  • Coordinate classroom setup, scheduling, and room readiness.
  • Assist with classroom configuration, supply replenishment, and IT troubleshooting.
  • Collaborate with teammates to maintain a professional training environment.
