About The Position

The HR & Payroll Specialist serves as a key member of the HR team. This role is the day-to-day go-to resource for employees, providing high-quality HR support across onboarding, payroll administration, benefits, immigration, and general inquiries. The specialist will manage critical processes throughout the employee lifecycle, ensure accurate and timely payroll operations, and contribute to the overall effectiveness of the HR function. Working as part of a collaborative HR team of three and reporting to the Director of Human Resources, this on-site position supports the Ashburn, VA office while delivering exceptional service, operational accuracy, and strong attention to detail.

Requirements

  • Bachelors degree in Human Resources, Business Administration, or a related field, or equivalent professional experience.
  • 35+ years of progressive HR experience, including onboarding, offboarding, HRIS data management, payroll support, and employee inquiry resolution.
  • Hands-on experience with HRIS platforms, applicant tracking systems, and payroll software (ADP experience preferred).
  • Strong knowledge of HR principles, employment regulations, payroll processes, and labor and payroll tax compliance requirements.
  • Demonstrated ability to manage projects from initiation through completion with strong follow-through.
  • Advanced organizational and time-management skills with the ability to prioritize multiple tasks in a fast-paced environment.
  • High attention to detail, strong analytical thinking, and effective problem-solving abilities.
  • Exceptional interpersonal and communication skills with a customer-service-oriented approach.
  • Strong proficiency in Microsoft Excel, including pivot tables, formulas, and VLOOKUP.
  • Ability to maintain strict confidentiality, exercise unbiased judgment, and uphold high ethical standards.

Responsibilities

  • Serve as the primary point of contact for employee HR, benefits, and policy-related inquiries across all company locations.
  • Provide professional day-to-day HR support to employees, managers, and department leaders.
  • Maintain strict confidentiality and uphold high ethical standards in all interactions.
  • Support performance management processes, including scheduling, documentation, and workflow coordination.
  • Foster effective communication and strong cross-functional relationships.
  • Own the full new hire process, including pre-boarding, onboarding, and employee orientation.
  • Ensure completion of all onboarding requirements (I-9/E-Verify, policy acknowledgements, IT setup, HRIS data entry).
  • Lead new hire orientation, training, and documentation processes.
  • Manage employee offboarding, including exit documentation, system access removal, and equipment returns.
  • Maintain accurate, compliant personnel files and records.
  • Maintain accurate employee data within HRIS/ADP and ensure data integrity.
  • Process HR transactions such as hires, promotions, pay changes, and terminations.
  • Perform routine audits and create HR metrics and reports as needed.
  • Assist with regulatory reporting including EEO, VETS-4212, and other compliance filings.
  • Lead and manage benefits programs, including new hire enrollments, life events, and open enrollment.
  • Act as the first-line contact for benefits education, troubleshooting, and vendor coordination.
  • Reconcile monthly benefit invoices and ensure deduction accuracy.
  • Ensure adherence to ERISA, ACA, COBRA, and related regulations.
  • Lead, plan, and execute end-to-end bi-weekly payroll in ADP Workforce Now with full accountability for accuracy and timeliness.
  • Compile, audit, and process payroll data while ensuring compliance with wage and hour laws.
  • Finalize payroll transmission and verify all payroll files.
  • Process garnishments, levies, child support orders, and live/off-cycle checks.
  • Support timekeeping functions and perform timesheet corrections as needed.
  • Reconcile global workforce payroll/billing and support vendor communication.
  • Address payroll questions and resolve issues promptly and professionally.
  • Process 401(k) funding and ensure compliance with contribution deadlines.
  • Ensure compliance with all applicable federal, state, and local employment laws.
  • Maintain and enforce company policies, procedures, and codes of conduct.
  • Assist in creating and updating HR policies, SOPs, and process documentation.
  • Demonstrate unbiased judgment and impeccable ethics in all HR decisions.
  • Coordinate the companys visa and immigration processes, including H-1B, J-1, and other employment visas.
  • Act as subject matter expert, working closely with legal counsel and internal stakeholders.
  • Stay informed on immigration regulation changes and communicate updates as needed.
  • Manage documentation, filings, renewals, and employee communication.
  • Participate in HR and Payroll process improvement initiatives and cross-departmental projects.
  • Perform employment verifications and respond to audits as needed.
  • Manage workflow efficiently, escalating issues or seeking guidance when required.
  • Perform other related duties as assigned.
