We’re seeking an experienced HR Generalist whose primary focus will be designing and managing professional development and compliance training programs. Position Description: Performs a variety of professional level administrative, technical, and analytical work in all functional areas of Human Resources. Duties may vary based on area of assignment. Performs a wide range of moderately complex functions in the areas of benefits administration, leave management, records management, employee and labor relations, recruitment, onboarding, and professional development and compliance training programs. Provides guidance to employees regarding benefits plans and options, including but not limited to facilitating the annual open enrollment process, family status changes, retirement consultations, and leave management. Researches, interprets, and addresses employee coverage questions and/or problems. Attends new hire orientation and explains benefits.Assists with the union pension and retirement plans. Attends pension meetings and takes minutes. Serves as a primary point of contact for employees and managers regarding FMLA eligibility, documentation, and tracking.Ensures COBRA administration is carried out through third-party administrator. Handles labor relations and human resource inquiries related to policies, procedures, and bargaining agreements; Serves as initial contact and liaison for intake and assessment of employee complaints. Conducts initial interviews and gathers information on employee relations matters such as harassment allegations, work complaints, or other concerns. Notifies the appropriate HR personnel when further investigation is required and independently conducts interviews as needed.Attends disciplinary and grievance hearings, takes notes, and maintains tracking system for disciplinary actions. Provides guidance and recommendations to supervisors and managers for problem resolution. Assists in resolving employee relations and work performance challenges in accordance with best practices, policies, procedures, employment laws, and relevant union contracts. Provides backup assistance with recruitment and selection processes to include but not limited to advising hiring managers in recruitment strategies, finalizing job postings, screening applications, developing performance-based interview questions, participating in interview panels, making job offers, etc.Manages the handling of unemployment claims for the agency. This includes verifying claims, maintaining accurate records, responding to claims, representing the agency in appeals, and ensuring compliance with regulations. Ensures the consistent application of the agency’s human resources policies and procedures and compliance with all federal, state, and local laws. Prepares technical reports and other documents for strategy, policy, and process development for presentation and distribution to management and employees. Makes recommendations both orally and in writing. Maintains the agency’s learning management system (LMS), including user support, training team leads on features, participation tracking, auditing, and reporting. Partners with departmental subject matter experts to design, update, and evaluate engaging and accessible digital instructional content. Coordinates agency-wide professional development and compliance-based training (in-person and virtual); audits LMS training records for accuracy and integration with the HRIS system; measures training effectiveness through feedback and data analysis; and makes recommendations for improvements. Ensures compliance with applicable regulations and internal policies.

Requirements

  • Bachelor’s degree in Human Resources, Business Administration, Public Administration, or related field.
  • 3+ years of recent HR experience, including exposure to Learning Managements Systems and assisting with design and evaluation of training and development programs,
  • Additional directly related experience beyond the minimum requirement may substitute for the required education on a year-for-year basis.
  • Strong organizational and communication skills with the ability to deliver clear, engaging instruction.
  • Bachelor’s degree from a regionally or nationally accredited institution in Human Resources Management, Business Administration, Public Administration, or a closely related field.
  • Three years of current/recent (within the past 5 years) experience in Human Resources performing at the level outlined in the essential functions.
  • Additional directly related experience beyond the minimum requirement may substitute for the required education on a year-for-year basis.
  • Knowledge of the principles and practices of Human Resources administration.
  • Knowledge of federal, state, and local employment laws (EEO, ADA, FLSA, FMLA, etc.).
  • Knowledge of agency policies and procedures related to recruitment, employee relations, performance management, and leave administration.
  • Knowledge of collective bargaining agreements and unions or the ability to quickly learn them.
  • Ability to deliver clear, engaging instruction and presentations to large groups.
  • Ability to facilitate training sessions and communicate effectively with diverse audiences.
  • Ability to analyze data and make sound, evidence-based recommendations.
  • Ability to exercise judgment in developing and implementing policies and procedures.
  • Ability to handle sensitive and confidential information appropriately.

Responsibilities

  • Design and develop training programs to be built into the LMS for multiple departments (e.g., procurement, finance, operations) based on organizational needs.
  • Build and maintain the structure of the Learning Management System (LMS), including uploading content, configuring workflows, and ensuring seamless integration with HRIS.
