About The Position

ONLY PERMANENT EMPLOYEES IN THE TITLE AND THOSE THAT ARE REACHABLE ON THE ASSOCIATE LABOR RELATIONS ANALYST CIVIL SERVICE LIST ARE ELIGIBLE TO APPLY. Division/Program Summary: The Bureau of Human Resources and Labor Relations within the NYC Department of Health and Mental Hygiene provides effective services in support of the values, vision and mission of the agency. We attract, hire, and develop staff to provide an array of public and mental health services, as well as develop and manage Human Resource Information Systems to better streamline our transactional and reporting capabilities. Position Summary: The HR Generalist supports various HR functions including contracts, policy compliance, classification, recruitment, and emergency preparations. The HR Generalist will serve as a key partner to management and a trusted source to staff by delivering effective HR solutions that support agency goals.

Requirements

  • 1. A master's degree from an accredited college in business or public administration, economics, labor or industrial relations, statistics, industrial psychology or a closely related social science field and one year of satisfactory full-time professional experience in labor research and analysis, employee benefit design and benefit program evaluation, compensation analysis, labor economics, economic planning, or a related area; or 2. A baccalaureate degree from an accredited college and three years of professional experience as described in "1" above; or 3. Education and/or experience equivalent to "1" or "2" above. However, all candidates must possess a baccalaureate degree from an accredited college.

Responsibilities

  • Temp Contract Coordinator: Review temp requests to confirm all data is inputted correctly. Obtain approval on temp requests from Deputy Commissioner. Submit requests in vendor system.
  • Local law 63 Team Leader: A team created to review agency wide contract language to ensure new or renewed contracts does not displace workers, which involves: Reviewing contract language and recommending edits. Reviewing separations reports. Reviewing Local Union Labor Contracts language for duties and responsibilities.
  • Logistic Staffing Unit member: Responsible for assisting in the development of emergency staffing policies, training, assisting in running the unit in an emergency and tracking emergency assignments.
  • Recruiter: Manage recruitment process for assigned Division. Posting, qualifying resumes, reaching out to applicants. Title changes. Salary adjustments. Hiring Manager assignment requests. Requests to terminate actions. Running biweekly reports. Assist with organizing and hosting virtual career fairs. Assist Hiring Managers with scheduling virtual interviews. Host virtual career information sessions.
