This is a Management Services Position. The incumbent will serve at the pleasure of the Appointing Authority. GRADE 21 LOCATION OF POSITION Baltimore City 6776 Reisterstown Road Baltimore, MD 21215 (Headquarters) POSITION DUTIES This position provides direct leadership over HR operational service functions that support a 24/7 public safety and corrections workforce. The Director ensures consistent, compliant, and timely execution of employee-facing services across institutions, community supervision, and headquarters units statewide. The Director reports to the Deputy CHRO and is responsible for execution, service delivery standards, and operational accountability. Key Responsibilities Lead and manage HR staff responsible for: Leave administration (including statutory leave) Benefits administration Onboarding and orientation Employment verification Performance management cycle execution Establish service standards and ensure timely processing and compliance. Monitor workflow volume, backlog, and service metrics. Ensure alignment with COMAR, DBM regulations, and internal policy. Identify operational risks and escalate systemic issues appropriately. Support continuous improvement of HR service delivery processes.

Requirements

  • Education: Bachelor’s degree from an accredited college or university.
  • Experience : Eight (8) years of progressively responsible professional HR experience (in Public Sector, Unionized, or 24/7 operational environment).
  • Three (3) years must have included supervisory or managerial responsibility over HR staff in operational or service delivery functions within a large, complex organization.
