About The Position

Under the direction of the Leased Housing Central Office Assistant Director, the Landlord Outreach Unit Housing Manager will perform work in a timely and responsible manner, with oversight of Leased Housing Department policies and procedures. The Housing Manager will be directly responsible for all aspects of the Landlord Outreach Unit’s goals and objectives. Specific duties and responsibilities include, but are not limited to the following:

Requirements

  • A baccalaureate degree from an accredited college, and three years of full-time satisfactory supervisory and/or administrative experience in housing management at a development or developments containing at least 150 apartments, including overseeing the performance of duties such as: interviewing applicants, determining eligibility; gathering and evaluating information to resolve complaints; collecting rents; and/or resolving tenant related problems; or
  • A four-year high school diploma or its educational equivalent, and six years of the full-time satisfactory experience as described in "1" above; or
  • A satisfactory equivalent combination of education and experience as described in "1" or "2" above. Undergraduate college credits may be substituted for experience on the basis of 30 semester credits from an accredited college for one year of full-time satisfactory experience. However, all candidates must have a four-year high school diploma or its educational equivalent.
  • Due to the existence of a civil service list, candidates must have permanent civil service status in the title of Housing Manager to be considered.
  • NYCHA employees applying for transfer opportunity must have served a period of one year at current location and in current title and level (if applicable).

Responsibilities

  • Oversee the day-to-day operations of the Landlord Outreach Unit, supervise staff of 5
  • Liaison with NYC’s Department of Health and Mental Hygiene (DOHMH) and the U.S. Department of Housing and Urban Development (HUD) on confirmed Elevated Blood Lead Level (EBLL) lead based paint cases.
  • Maintain Lead Paint log; suspend and reinstate subsidy for EBLL cases.
  • Oversee the processing of the HUD EIV deceased tenant moveouts, reports, approves recoupments of S8 overpayments to landlords.
  • Monitor eviction certifications (non-payments & holdover actions).
  • Manage the disposition of all Siebel landlord information service requests for the unit.
  • Manage Owner Extranet accounts and liaisons with NYCHA IT
  • Review and approve all payment adjustments for missing payments.
  • Analyze and prepare monthly reports for the LHD Director for Central Office Operations; oversee LHD employee PIC certifications.
  • Prepare and schedule webinars for new Section 8 landlords.
  • Other duties as assigned.
