About The Position

Home Repair Program Manager Housing Services Core | SNAP SNAP is seeking a qualified individual for a Home Repair Program Manager position to work in SNAP’s Housing Services Core. This position is full-time (40 hours per week), regular, and open to all qualified individuals. The Home Repair Program Manager plays a key leadership role in supporting SNAP’s mission by overseeing programs that help low-income homeowners maintain safe, healthy, and stable housing. This role manages program operations, supervises staff, and ensures effective stewardship of public and private funding that supports critical home repair services in our community. This position is responsible for program operations, grant management, staff supervision, and financial performance to ensure the programs effectively serve community members while meeting all funder and compliance requirements. This role works collaboratively with internal teams, community partners, and funding agencies to ensure high-quality services that help homeowners maintain safe and livable housing.

Requirements

Education and Experience Required: Any combination of education and related experience in housing renovation/repair and/or social services management totaling three years including two years of supervisory experience.
Ability to empathize with and advocate for low-income and vulnerable people, and to maintain confidentiality with personal information
The ability to learn and understand the construction field with regards to project management, building codes, procurement, and contractor oversight.
Excellent managerial skills, including planning, delegation, time management, staff selection, supervision, evaluation, and conflict resolution
Ability to accurately and thoroughly follow complex contract and funding requirements.
Strong oral and written communication skills, with emphasis on communicating information in a clear, timely manner
Skills in monitoring, evaluating and improving work production levels and effectively addressing quality control issue.
Computer proficiency in Microsoft Office Suite including: Word, Excel, and Outlook.
Ability to learn database, with Salesforce experience being preferred.
Exceptional interpersonal skills with emphasis on effectively promoting a team environment and working with a diverse population
Ability to establish and maintain working relationships with local, state and federal agencies
Excellent organizational skills with ability to coordinate workflow for timely completion
Ability to establish and maintain effective working relationships with community members and local, state, and federal private and public organizations
Valid driver’s license and satisfactory driving record, personal vehicle and insurance for Agency business (mileage reimbursed).

Nice To Haves

Preferred: Any combination of education and related experience as outlined above totaling 6 years including three years of supervisory experience.
Demonstrates extensive knowledge of the MHR and SFR programs, processes, and work to manage teams, resolve conflicts, and answer funder questions.
Ability to learn database, with Salesforce experience being preferred.

Responsibilities

Program & Financial Management Develop and maintain program budgets and monitor expenditures related to program contracts.
Conduct program analysis and evaluation to ensure production goals and contract deliverables are achieved.
Review and approve Minor Home Repair Service Request budgets.
Maintain accurate tracking of contract funding availability in program databases.
Grant & Contract Administration Serve as the primary point of contact for program funding sources.
Manage federal, state, and local grant compliance requirements.
Oversee grant reporting, dashboards, closeouts, and documentation.
Ensure program policies and procedures remain compliant with contract and regulatory requirements.
Leadership & Staff Development Train, supervise, and evaluate program staff.
Establish clear expectations for performance and accountability.
Support professional development and team effectiveness.
Provide technical guidance and support to program staff.
Program Operations Coordinate workflow and team activities to ensure efficient and high-quality service delivery.
Oversee daily operations of the Minor Home Repair, HEAR, and HEAP programs.
Ensure clear communication and alignment with SNAP’s mission and service standards.
Quality Assurance Ensure client files are complete, accurate, and compliant with funder requirements.
Conduct routine quality control reviews of program documentation.
Cross-Team Collaboration Supervise the Information Specialist and ensure coordination with SNAP’s Resource Team.
Work with internal departments to ensure seamless service delivery for clients.
