About The Position

The Homeless Management Information System (HMIS) Security and Compliance Specialist is responsible for monitoring all HMIS participating organizations within San Antonio/Bexar County Continuum of Care (CoC). Responsible for developing and maintaining a monitoring plan to ensuring all roles and responsibilities are clearly established. The HMIS Security and Compliance Specialist will work closely with Close to Home (CTH) and HMIS participating organizations. The HMIS Security and Compliance Specialist will ensure that all components of HMIS are in compliance with HUD standards.

Requirements

  • Bachelor’s Degree is required.
  • Experience with homeless service evidence- based practice models.
  • Experience in working with the U.S. Department of Housing and Urban Development (HUD) Policies and Funding.
  • Experience working in collaborative settings.
  • Experience working with non-profit organizations and in collaborative settings.
  • Experience working in a regulatory environment.
  • Proficient in verbal/written communication skills, through both formal and informal vehicles, including the ability to communicate and present findings and recommendations succinctly to different audiences both technical and non-technical stakeholders.
  • Experience creating, documenting, scheduling and implementing project plans.
  • Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy
  • Knowledge of data entry practices in HMIS and understanding how it impacts reporting and overall data quality.
  • Strong customer service skills.
  • Proficient with Microsoft Office products such as Microsoft Word, Excel, PowerPoint.
  • Excellent ability to organize information, manage tasks and use available tools to effectively contribute to team.
  • Experience working with data quality issues.
  • Must have a valid Texas Driver’s License, a good driving record, reliable transportation and proper insurance coverage on automobile used for work.

Nice To Haves

  • Preference for individuals familiar with HMIS and/or mainstream homeless service funding sources.
  • Preference for individuals with HMIS experience or similar database.

Responsibilities

  • Ensure all client level data collection and the sharing of client level data is compliant with all local, state and Federal Privacy requirements, including Local Privacy Policies and Federal Requirements including but not limited to VAWA, HUD, HIPAA, and 24 CFR Part 2.
  • Strategize and implement privacy and security risk mitigation protocols and, when necessary, enforce disciplinary mechanisms for security and privacy violations in accordance with HMIS Policies and Procedures.
  • Maintain and monitor annual Contributory HMIS Organization (CHO) agreements for HMIS participating organizations.
  • Oversee participating agencies are operating according to all requirements as listed in HMIS Policies and Procedures, HMIS Data Quality Plan, CHO, and HMIS Security Awareness Agreement.
  • Conduct annual on-site visits with HMIS participating agencies and audit HMIS case files in order to ensure data collection practices are accurate and secure.
  • Coordinate with participating agencies to complete Quarterly Self-Audits to ensure compliance with HMIS Policies and Procedures.
  • Monitor system access and audit trails to ensure appropriate use of HMIS.
  • Assist with engaging new and current participating agencies to identify business needs.
  • Work closely with the Continuum of Care (CoC) Close to Home.
  • Provide technical guidance on HMIS implementation to participating agencies.
  • Maintain a log of client requests to review their data.
  • Assist with upgrades, updates, and code migrations.
  • Perform other duties as assigned.
