About The Position

Responsible for supporting, directing, and monitoring administrative agencies and other stakeholders engaged in HIV/STD care and prevention planning in Texas. Performs advanced and comprehensive duties in assessing and addressing the technical assistance needs related to planning, monitoring compliance with program policies and directives, and coordinating planning activities at the State, region, and local levels. Develops the state plan to address HIV/STD services and prevention needs as required by federal funders. Considerable latitude is required for the exercise of independent initiative, judgment, and action within the program.

Requirements

  • Considerable knowledge of the following concepts of public health practices: plan development and community organization; city, county, and state organizations and administration; and community inter-relationships
  • Knowledge of principles, objectives, and procedures of governmental planning, programming, and research
  • Knowledge of the budgeting and grant writing process
  • Knowledge of HIV/STDs
  • Knowledge of PC applications used to analyze and present data
  • Skill in communicating clearly, concisely, and effectively, both verbally and in writing, with culturally and professionally diverse audiences
  • Skill in building and maintaining effective interpersonal skills, including negotiating, training, and motivating others
  • Skill in the use of a computer and applicable software, in applying statistical tools to data, in preparing reports, and in collecting and analyzing demographics and statistics.
  • Skills in group facilitation
  • Ability to conduct research and to use quantitative and qualitative data to evaluate and develop planning strategies

Responsibilities

  • Develops policies, procedures, and guidance for administrative agencies to direct planning activities including the development of regional comprehensive plans, qualitative and quantitative needs assessments, community engagement and input activities, and the implementation of plans through prioritizing services and allocation funding and other implementation strategies.
  • Researches and provides guidance on the implementation of planning models, techniques, and processes.
  • Prepares and provides technical assistance to contracted administrative agencies to support planning operations and projects.
  • Recruits and coordinates interdisciplinary teams for the purpose of developing methods, tools, and techniques that meet the technical assistance needs of contractors and stakeholders engaged in HIV planning and plan implementation.
  • Develops tools and procedures for monitoring administrative agency planning activities to ensure compliance with policies, procedures, and guidance.
  • Develops and implements effective techniques for assessing planning processes and plan implementation.
  • Assesses progress toward implementation of HIV/STD plans.
  • Develops needs assessment and evaluation tools to collect data on HIV/STD prevention and services planning activities and resources.
  • Writes reports on the capacity of administrative agencies to perform planning activities, and the performance in conducting planning activities.
  • Researches and analyzes local, state, and national HIV trends.
  • Researches national and state policy, regulations, rules, and guidance relevant to HIV planning and implantation strategies.
  • Makes recommendations for program policy and procedure to incorporate required national and state policy.
  • Researches information on the science of HIV/STD and prepares technical materials and reports on HIV/STD prevention and services planning processes, HIV/STD prevention interventions and HIV/STD service delivery methods and systems.
  • Collects, organizes and analyzes quantitative and qualitative data in order to write a comprehensive HIV prevention and services plan and to develop planning strategies that address gaps in HIV/STD prevention and services.
  • Facilitates meetings, workgroups, and other meetings to gather input, achieve consensus, and ensure stakeholder involvement.
  • Works with local health departments, state agencies, and federal partners in the coordination and implementation of state and local HIV/STD prevention and services plans and activities.
  • Prepares and delivers presentations on HIV/STD planning processes, plans, and HIV/STD data.
  • Identifies, researches and presents information on issues and strategies related to the mission of the HIV/STD program.
  • Researches and maintains current knowledge of best practices relevant to HIV planning and service delivery.
  • Conducts studies necessary to inform and support HIV program goals and objectives.
  • Actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern and/or a different location.
