About The Position

HICAP of Riverside and San Bernardino Counties is a program offered by the Council on Aging-Southern California (COASC), a non-profit organization serving older adults and individuals with disabilities since 1973. The mission of COASC and HICAP is to promote the independence, health, and dignity of older adults through compassion, education, and advocacy. HICAP is a volunteer-based program that benefits older adults and persons with disabilities. The goal of this program is to provide objective counseling, advocacy, and assistance with Medicare, health insurance, and related health coverage plans for Medicare beneficiaries, and to educate the public on Medicare and health insurance issues. PURPOSE OF WORK: To provide community education and outreach activities related to health insurance counseling, advocacy, and resources throughout the community. Promote and engage the community in HICAP related activities.

Requirements

  • Education and /or Human Services, Social Work, Gerontology, Sociology, or related field. Relevant experience will be considered in lieu of degree
  • Excellent written and verbal communication skills.
  • Proactive, self-starter capable of working with minimal supervision
  • Expertise with public speaking
  • Successful completion of HICAP Volunteer Counselor training
  • Willingness to learn about Medicare, Medicare HMOs, Medigap and other related insurance issues
  • Ability to maintain objectivity and patience in documentation, discussing and reporting cases
  • Well organized with the ability to multi-task.
  • Proficient in the use of Microsoft Word, Outlook, Publisher, and Internet Search Engines
  • Possess an understanding of modern office practices
  • Ability to work effectively with people in a variety of situations
  • Valid California driver’s license, proof of insurance and reliable transportation
  • Proof of eligibility to work in the United States
  • Submit to and successfully complete a Live Scan fingerprinting background check

Responsibilities

  • Educating Medicare beneficiaries, caregivers and professionals about Medicare benefits and rights.
  • Increasing community awareness of Medicare benefits and the Health Insurance Counseling and Advocacy Program (HICAP).
  • Participate in the creation and updating presentations/media and printed materials used in education and outreach activities.
  • Successfully complete HICAP Counselor training
  • Complete all SHARP documentation and submit required records when due
  • Develop and maintain partnerships with organizations serving the seniors population and people with disabilities
  • Provide telephone assistance to potential HICAP clients, counseling on Medicare insurance options and benefits
  • Maintain lists of outreach volunteers and coordinate their participation
  • Recruit and train registered volunteer counselors into Community Educator roles (per CDA requirements)
  • Conduct Community Outreach related to Medicare at health fairs and other community events
  • Develop and present PowerPoint presentations to the community
  • Develop new strategies to reach Medicare beneficiaries
  • Collaborate with HICAP Volunteers and community partner organization leaders.
  • Track Education and Outreach data utilizing the appropriate database tools
  • Coordinate event schedules and maintain updated calendars and web information
  • Other duties as assigned by supervisor.
  • May be required to flex schedule for weekend or after hour assignments/presentations
