New York City Emergency Management (NYCEM) helps New Yorkers before, during, and after emergencies through preparedness, education, and response. NYCEM is responsible for coordinating citywide emergency planning and response for all types and scales of emergencies. We are staffed by more than 200 dedicated professionals with diverse backgrounds and areas of expertise, including individuals assigned from other City agencies. The mission of the Planning and Resiliency (P&R) division is to prepare the City to respond and adapt to emergencies through collaborative, scalable planning; comprehensive interagency coordination; and advancing recovery and resiliency. To execute this mission, the P&R division includes Interagency Coordination with an assistant commissioner leading three units made up of subject matter experts in Health and Medical, Human Services, and Critical Infrastructure; Resiliency and Recovery with an assistant commissioner leading the Resiliency Implementation and Resiliency and Recovery Planning units; and the Planning unit. The Health and Medical unit works with New York City agencies and public health agencies, associations, hospitals, and emergency medical services on critical surge, response, and recovery issues, to prepare for and respond to incidents with significant public health impacts. Reporting to the Director of Health & Medical within the Planning and Resilience Bureau, the Health and Medical Operations Specialist will collaborate with relevant agency partners to develop citywide emergency response plans and programs for a wide range of natural and man made hazards. The Specialist will be responsible for the management of medical and emergency radio equipment caches and the operational coordination with healthcare partners as well as other responsibilities as assigned. With latitude for independent initiative and judgment, the Health and Medical Operations Specialist will have responsibilities that may include but are not limited to: The selected candidate will be assigned to an on-call Emergency Operations Center (EOC) team and will be expected to work non-business hours during some emergencies. These non-business hours include nights, weekends, holidays, and extended week hours outside of a 9AM-5PM schedule. The selected candidate will also participate in trainings to build skills and competencies in emergency response; will participate in drills and exercises associated with the on-call EOC team; and may volunteer to assist with Ready NY emergency preparedness presentations to external groups. EOC teams are on call for three weeks at a time, with six weeks off in between. The selected candidate will be required to be in person in the office location three days per week, with exceptions for extenuating circumstances.
