About The Position

ICF is seeking a dedicated Health and Wellness Specialist for the Quality Support Center to further the commitment to high-quality, accessible early childhood education through the preK program. This position is responsible for ensuring the delivery of comprehensive, inclusive health and wellness services to children, families, and providers throughout the preK network, supporting the program’s core values of equity, diversity, and community partnership. PreK is the universal pre-kindergarten initiative, dedicated to ensuring that every child has access to high-quality, affordable early learning experiences. The program’s mission is to promote positive outcomes for children, families, and communities by: Expanding access to quality pre-K education for all eligible children, elevating instructional standards and operational excellence among providers, advancing equity, inclusion, and cultural responsiveness. Strengthening community partnerships and family engagement Utilizing data to drive continuous improvement and accountability. Advance high-quality, inclusive health and wellness support for all preK children and families. This position requires 30% or more local travel within the Greater Philadelphia Area.

Requirements

  • Bachelor’s or Master’s degree in Public Health, Social Work, Early Childhood Education, Nursing, or a related field required
  • Minimum of 5 years of experience in health and wellness services, early childhood programs, or community health initiatives.
  • 3+ years of experience delivering technical assistance, training, or consultation in diverse community settings.
  • 2+ years of expertise in adult learning, coaching methodologies, and quality improvement frameworks.
  • 1+ years of experience in trauma-informed approaches and inclusive, culturally responsive practices.
  • Deep commitment to diversity, equity, and inclusion in early learning and health services.
  • Organizational skills, flexibility, and the ability to manage multiple priorities in a dynamic environment.
  • Excellent interpersonal, communication, and facilitation skills; ability to build rapport, motivate, and inspire diverse stakeholders.
  • Proficiency in data systems, reporting tools, and Microsoft Office applications.
  • Ability to work effectively with diverse populations and collaborate with multiple agencies and partners.
  • Flexible, solution-oriented approach with a passion for supporting continuous learning and improvement.

Nice To Haves

  • Relevant certifications (e.g., Child Development Associate, Certified Health Education Specialist) strongly preferred.

Responsibilities

  • Implement and monitor health and wellness services in accordance with preK standards and regulatory requirements.
  • Provide ongoing technical assistance and coaching to providers on topics such as nutrition, physical activity, mental health, safety, and trauma-informed care.
  • Design and facilitate professional development sessions for early learning staff on best practices in health, safety, and wellness.
  • Develop and distribute evidence-based resources, toolkits, and guidance materials to providers and families.
  • Build collaborative relationships with early learning providers, families, community organizations, and public health partners.
  • Convene and participate in peer networks and feedback loops to identify needs, share strategies, and promote inclusive practices.
  • Champion culturally responsive and anti-bias health and wellness practices across the preK network.
  • Ensure that services are accessible and responsive to the diverse needs of children, families, and providers.
  • Work closely with program administrators, quality support teams, and external agencies to coordinate services and achieve shared goals.
