About The Position

Gilbane Development Company is seeking a highly experienced and dynamic Head of Public-Private Partnerships (P3) to lead and expand our P3 initiatives in local & state government entities, K-12, and healthcare. The ideal candidate will have a proven track record in originating and managing large-scale infrastructure projects, developing strategic partnerships, and driving business growth through innovative P3 solutions. This role requires a visionary leader with exceptional skills in project development, financial structuring, and stakeholder management.

Requirements

  • Master’s Degree or equivalent advanced degree in Business, Finance, Engineering, or a related field.
  • 10-15 years of experience in P3, infrastructure development, finance, or a related field, with a strong track record of successful project delivery
  • Or equivalent combination of education and experience
  • Extensive knowledge of P3 procurement and commercial structures
  • Strong leadership and team management skills
  • Excellent financial acumen and experience in structuring complex financial transactions
  • Exceptional communication and negotiation skills
  • Ability to build and maintain strategic partnerships
  • Proven ability to manage multiple projects and priorities in a fast-paced environment
  • Professional engineering license or certification
  • Experience working with public agencies and understanding of public sector procurement processes
  • Familiarity with regulatory environments in the United States

Responsibilities

  • Leads the development and execution of the company's P3 strategy, ensuring alignment with organizational goals and market opportunities
  • Oversees the identification, assessment, and development of P3 projects across various sectors, including transportation, civil infrastructure, utilities, and public facilities
  • Builds and maintains strong relationships with public agencies, private sector partners, and other stakeholders to facilitate successful project delivery
  • Leads the financial structuring and investment activities for P3 projects, including bidding, commercial negotiations, and securing equity investments
  • Provides executive oversight and support to the project structuring and investment teams, ensuring high performance and achievement of project outcomes
  • Identifies and assesses new market opportunities, and develops strategies to enter and succeed in these markets.
  • Ensures all projects comply with relevant regulatory requirements and industry standards.
