Job Purpose: Introduce an innovative approach to WV Lebanon’s program, quality, and development (PDQ) unit to support high-quality, evidence-based programme design that secures transformational change. Manage and coach experienced technical and monitoring, evaluation, accountability, and learning (MEAL) staff leading high-quality programme delivery based on evidence-based practices and exceptional technical rigor that translates to proven impact locally and nationally. Collaborate closely with senior management staff to ensure adaptive programme and management is integrated throughout the WV Lebanon portfolio, rooting interventions in strategic, evidence-based programming that responds to Lebanon’s fragility and the needs of the millions of people in need of support. Facilitate the strategic planning process under the direction of the national director and in close partnership with the director of programmes and grants and acquisition manager, including the pathways of change and high-quality programme and technical approaches that secure deep impact on child wellbeing as well as sustainable outcomes for children and communities across Lebanon.

Requirements

  • Master’s degree in international relations, humanitarian action, international development, law, sociology or other related fields
  • At least 7 to 10 years of experience in senior program development role with an international NGO, preferably with international experience and with proven experience in leading innovation and change in a similar program, development, and quality role.
  • Proven experience leading evidence-based project design and serving as a collaborative team member to produce winning proposals.
  • Demonstrated knowledge of the Nexus approach and concrete examples of addressing the humanitarian, recovery, and development continuum through innovative program design with measurable impact.
  • Examples of designing transformational development programs that empower local partners and communities and strengthen the localization agenda.
  • Expert knowledge and understanding of humanitarian and development work related to child wellbeing, including in education, child protection, food security & livelihoods, and WASH and the sector’s relation to resilience, integration of advocacy and disaster management in programming
  • Knowledge of major donor requirements and funding sources
  • Demonstrated leadership skills such as coaching / mentoring
  • Excellent interpersonal skills and ability to empower and lead a professional team
  • Ability to engage at a senior level with government, community, CSO, and NGO leaders.
  • Excellent relationship building and people management skills
  • Thorough understanding of humanitarian and development principles
  • Good understanding of SPHERE, WV and other international relief standards
  • Excellent written and verbal communication skills in English, including grant and report-writing and proposal writing skills

  • The position requires ability and willingness to travel domestically and internationally up to 25% of the time. Be prepared to travel to implementation sites and regional, global meetings as required.
  • Position requires availability and willingness to work outside regular office hours occasionally and to be available during emergencies.
  • Position requires availability and willingness to be deployed outside Beirut when needed.

Responsibilities

  • Technical Quality & Support: Manage and motivate a small technical team that supports evidence-based programme design, leading to innovative, sustainable change adapting to Lebanon’s fragility and fluidity, bringing a clear, contextualised approach that honours WV Lebanon’s priorities and proves deep impact to child well-being and long-term, sustainable change in the populations and communities served. Collaborate closely with the director of programs and grants and acquisition management manager to transform the strategic technical approach of its historic sponsorship and partnership non-sponsorship (PNS) programming, supported by WV International’s Support Offices globally, whilst working closely with relevant WV Lebanon teams and colleagues across the regional and international partnership. Establish a culture of accountability, flexibility, agility, responsiveness, and adaptability across the technical teams, ensuring accountability and clarity as a support function vis-à-vis organizational needs, from technical expertise and monitoring to ensuring program quality through consistent and regular field presence and strategic program design. Manage technical external representation (donors, partners, line ministries, academia, etc.) via WV Lebanon technical specialist through ensuring active representation across priority sectors for coordination, as well as internal collaboration with the Resource Acquisition & Development (RAD) team and the Coms/Public Affairs Manager. Lead development of compelling, high-quality technical briefs and capacity statements with clear leadership positioning and compelling content for use in external engagement, donor positioning, partnership development, and advocacy. Evaluate and enhance adequate mechanisms that ensure credible measurement of impact and/or influence of advocacy efforts and specific campaigns. With the ND, design and recommend a clear structure that is agile and adaptable to respond to Lebanon’s fragile context, including prepositioning surge support resources to be activated in consultation with the regional office and from additional internal or external resources such as the regional office, GC HEA, Technical Service Organisation or consultants.
  • Programme Quality: Lead WVL office in developing, understanding and using a “programme approach” that is consistent with WV’s identity, relevant for the Lebanese context, facilities good programming, and empowers communities by: listening, assessing and engaging the local context; acting appropriately for the specific situation of fragility; mobilizing partners and civil society; and evaluating effectiveness Ensure and maintain the quality of relief, adaptive and longer-term programming in alignment with the WV International’s and donors’ standards and guidelines that contributes to child well-being objectives and outcomes and prioritized Sustainable Development Goals (SDGs). Ensuring the application of the right-based approach in programming and recognising girls and boys as right holders and ensuring that they are consulted as co-creators in the design of program interventions. Ensure that all MEAL processes are being executed effectively as per WV International’s and donors’ standards, expectations and guidelines. Ensure that standardized means of verification and measurements are applied for outcome and output level indictors for each evidence-based practice, so that impact on child wellbeing can be measured at national scale. Establish annual change and transformation targets at outcome level and oversee comprehensive system to ensure these outcomes are met. Motivate technical teams to envision and lead complementary research that quantifies and qualifies impact and improved child wellbeing as a result of WV’s programmes.
  • Strategic Support: Under the direction of the ND, collaborate with the director of programs in facilitating the WVL 2027 – 2030 strategy, ensuring integration of technical support and MEAL across the strategy for organizational leadership and credibility as well as deep impact in humanitarian, recovery, and development programming with clear opportunities to influence long-term, transformative change. Collaborate with the senior management team in designing survival, adaptive, and longer-term programming using evidence-based practices that address root causes, increase resilience, transform systems and relationships, increase social cohesion, and respond to all situations of fragility for vulnerable children. Participate in the overall leadership of WVL by working as an active member of the core team.
  • Staff Management: Manage the PDQ team and ensure accountability for timely, efficient, effective, and quality technical support to World Vision Lebanon frontline staff and related support service units, ensuring that support is delivered in a collaborative, cooperative way that respects and honours each staff pursuant to WV Lebanon’s Code of Conduct and expectations as a Christian organization. Cultivate a culture of trust and respect within the PDQ unit and across the organization, ensuring an integrated approach that supports WV Lebanon’s strategy through collaboration between technical specialists, and the MEAL, GAM, and program operations teams Establish a culture of continual learning and professional development, mentoring and coaching staff and offering on-the-job training and capacity building that strengthens WV Lebanon and staff expertise. Lead performance management of direct reports through annual goal setting, consistent performance discussions, annual appraisal, and daily interactions; address performance or behavioral issues immediately to ensure corrective action and opportunity for growth and success for each staff. Foster an organizational culture that is centred on service and rooted in mutual respect and collaboration for all staff, understanding the role of PDQ unit and its place as a support function in helping the organization achieve its true impact. Perform other duties as required: Attend and participate in capacity building trainings locally and internationally Attend and participate in WVL’s spiritual nurture and other organizational events Responsible of own security and that of the PDQ team, and actively contribute to a positive security culture that places staff, partner, and beneficiary security and safety above all else Abide by the security policies and procedures and report any incidents or breaches to security director and national director Perform other duties as assigned by the Line Manager
