About The Position

To support the next phase of Hong Kong’s innovation and technology (I&T) advancement, Hong Kong Science & Technology Parks Corporation (HKSTP) seeks a strategic, process-driven leader to head its Planning and Programme Management function, reporting directly to CEO of HKSTP. This pivotal role will align cross-functional divisions, strengthen governance discipline, and embed a culture of strategic execution and continuous improvement. Working closely with the CEO, Executive Team, and stakeholders across all levels, the incumbent will ensure robust corporate plans and programmes are developed, executed effectively, and measured rigorously to deliver HKSTP’s strategic objectives on time and within budget.

Requirements

  • Bachelor’s or postgraduate degree in Business, Technology, or a related discipline
  • Minimum 15 years of relevant experience, including at least 5 years in a senior corporate planning and programme management leadership role, preferably within international technology, innovation, or consultancy organisations
  • Deep understanding of the I&T ecosystem, with strong capability in trend forecasting and strategic ecosystem development
  • Strong awareness of macroeconomic, social, and geopolitical developments and their implications for Hong Kong’s I&T landscape
  • Demonstrated ability to lead high-impact, cross-functional initiatives in complex environments, balancing strategic thinking with hands-on execution
  • Excellent stakeholder management, communication, and influencing skills, with the ability to build trust and drive change effectively
  • Proven project and programme management expertise, with the capacity to manage multiple high-profile initiatives under tight timelines
  • Strong analytical, research, and strategic report-writing capabilities
  • Collaborative leadership style with a proactive, solutions-oriented mindset
  • Excellent command of written and spoken English and Chinese (Cantonese and Putonghua)

Responsibilities

  • Lead and oversee corporate planning and programme management functions to ensure effective governance, prioritisation, and execution of corproation-wide initiatives
  • Translate strategic priorities into actionable business plans, measurable programmes, and defined deliverables that drive ecosystem impact
  • Ensure critical initiatives are delivered on schedule, within budget, and aligned with HKSTP’s strategic and government objectives
  • Establish and institutionalise corporate-level planning standards, project management methodologies, and performance tracking frameworks
  • Monitor KPIs, government targets, and corporate objectives, providing clear reporting, insights, and timely course correction where necessary
  • Identify cross-divisional overlaps, optimise resource allocation, and implement process improvements to enhance organisational efficiency and productivity
  • Anticipate risks and emerging issues across initiatives and proactively escalate material concerns to the CEO and senior management
  • Provide strategic analysis, progress updates, and performance insights to the CEO, Management Committee, and Board of Directors
  • Lead the preparation and coordination of Board papers, committee reports, strategic submissions, and government documentation
  • Manage executive and management meeting cadence, ensuring disciplined reporting and high-quality documentation across divisions
  • Ensure compliance with statutory governance, accountability, and regulatory requirements across programmes and corporate strategies
  • Serve as the corporate focal point for formal data requests and ad hoc enquiries from key stakeholders, including LEGCO, government bureaus and departments, QUANGOs, and industry associations
  • Drive the development and continuous refinement of HKSTP’s long-term strategic roadmap to strengthen Hong Kong’s position as a leading global I&T hub
  • Lead research and consultancy studies to assess global innovation, technology, and industry trends, translating insights into strategic priorities and actionable initiatives
  • Oversee early-stage planning of major corporate projects, including feasibility studies, business case evaluations, and strategic assessments
  • Champion internal process optimisation and risk management initiatives to enhance corporate effectiveness and organisational resilience
  • Undertake other duties as assigned by the supervisor
