About The Position

The employee occupying the position of this class is responsible for performing professional operating level of cost accounting principles, theories, concepts, and practices to a wide variety of difficult and complex accounting problems. Duties involve responsibility for planning, organizing, and directing the operations of the YKFP program/projects accounting system, making day-to-day decisions relative to the accounting treatment of financial transactions, and recommending solutions to complex account problems. The scope and the magnitude of responsibilities by the position is characterized by the possible ramifications of decisions made, and by the effect on the overall fiscal operations of the organization served requiring an in-depth knowledge in applying the principles and theories of accounting to practical applications. Work is reviewed for adequacy of professional judgement, compliance with established goals and policies, and for overall accuracy and quality through spot checks and an appraisal of results obtained.

Requirements

  • Knowledge of professional accounting principles, theories, concepts, and terms.
  • Knowledge of current literature, developments, and trends in the area of accounting.
  • Knowledge of basic methods and techniques of governmental accounting.
  • Knowledge of and familiarity with Yakama Nation policies, values, and resource goals.
  • Knowledge of specialized procedures and subject matter encountered in specific assignments.
  • Skill and proficiency in Microsoft, Word, Excel and PowerPoint and other software.
  • Ability to classify accounting transactions, maintain and reconcile accounts, close accounts, and prepare reports and statements.
  • Ability to communicate effectively both orally and in writing.
  • Ability to establish and maintain effective working relationships with employees, administrators, and the general public.
  • Ability to plan and direct the activities and workload to a group of employees.
  • Bachelor's Degree in Accounting or Business or related field or two years of progressively responsible bookkeeping or accounting work experience.
  • Experience in Grant & Contract responsibilities in financial reporting, compliance, and construction or business management.
  • Must possess a valid Washington State Driver's License with the ability to obtain a Yakama Nation Driving permit.
  • Required to pass a pre-employment drug test.

  • Cost accounting experience with federal grants and contracts.
  • Procurements with Federal Funding, Construction Management, Federal Travel regulations.

Responsibilities

  • Assists project biologist in budget preparation by cost code and amount per each line item.
  • Prepares budget modifications as required.
  • Works closely with project biologist to assure all costs are covered.
  • Examines a variety of financial statements for completeness, internal accuracy, and conformance with uniform accounting classifications and specific accounting requirements; prepares schedules and reports for internal and external distribution.
  • Reconciles reports and financial statements; determines account inconsistencies or errors; prepares corrections, verifies accuracy of financial reconciliations.
  • Assists in the development and modification of specific aspects of the existing accounting system to improve procedures and assure conformity to policy and accounting principles.
  • Examines basic account documents to verify accuracy or computations; performs related accounting duties of a complex nature.
  • Makes analysis of various accounting problems, collects, and assembles data prepares recommendations for solutions.
  • Attends staff meetings and performs related work as required.
  • Provides professional advice and consultation to subordinates, answers inquiries and disseminates information relative to the accounting system of the Yakama Nation with federal, state, and private contracting entities.
