About The Position

The North Carolina Administrative Office of the Courts (NCAOC), Financial Services Division, is seeking a qualified candidate to serve as a Grants Accountant. This position is responsible for ensuring that all contracts and grants are managed and in compliance with current laws and regulations, and that all grant activities and reports are submitted in a timely manner, and reimbursement requests are in compliance with all grant reporting guidelines and rules. Work hours are 8:00 AM - 5:00 PM, Monday - Friday. In this position, you will have an opportunity to work remotely (up to 3 days per week).

Requirements

  • Knowledge of: principles and practices of governmental budgeting and accounting; the organization financial structure, accounting and budgeting systems and financial policies and procedures of the State of North Carolina; the Judicial system and its operations; the political and legislative structures of North Carolina; data analysis; budget and financial planning to project costs and develop grant budget requests; computer accounting systems to trace transactions and identify errors; and personal computer software to prepare and maintain grant budgets, prepare reports, and perform financial analyses.
  • Skills in: using calculators for accounting and bookkeeping work; presenting facts clearly and concisely; and analyzing financial information.
  • Ability to: plan, organize, monitor, and present data to top management and NCAOC and judicial managers; use sound judgment in analyzing data, statistics, and in making accurate projections; and communicate and work effectively with officials, division heads, and other state agency representatives in the development and implementation of budgets and grants.
  • Bachelor's degree in accounting and three (3) years of grants accounting or auditing experience at a professional level; or an equivalent combination of education and experience.

Responsibilities

  • Assure that grants are funded, budgeted, and managed, and in compliance with regulations.
  • Monitor grant cash flow; prepare grant financial reports; and process grant fund activity transactions.
  • Assist with budget development for new grants.
  • Establish new operating funds and prepare budget revisions, deposits, and other adjustments.
  • Review grant project expenditures and approve invoices for payments; monitor expenditures and submit reports and reimbursement requests.
  • Respond to requests for budget projections, account balances, expenditure detail, and other pertinent account information and questions from project coordinators and NCAOC staff.
  • Assist with preparation of the Annual Comprehensive Financial Report (ACFR).
