About The Position

Under general supervision, the Grants Accounting Specialist provides technical accounting, budget, and other administrative support for Program Coordinators and Managers under the supervision of the Department Administrative Services Manager. Responsibilities include monitoring, analyzing and maintaining financial transactions for a wide variety of social service programs; tracking revenues and expenditures, and preparing required internal and external financial reports. The role will form part of the Business Unit that consists of team members from Finance and Contracts and will be required to liaise with the Finance team and Contracts team, Department Director, Program Managers and staff, County Auditor’s Office, and other County employees. This position is represented by Local 11 – OPEIU (Office and Professional Employees International Union, AFL-CIO). Requirements

  • Four years of progressive accounting experience preferred, at least two of which are directly related to grant accounting: or Any combination of training, education and experience that would provide the required knowledge, skills and abilities will be considered.
  • Knowledge of: General accounting principles and practices; computer applications related to financial reporting (database, spreadsheet, word processing); performance and outcome based operations for social service programs; program development and evaluation; research methods and information sources; relevant computer-based systems and applications; principles and techniques of project management; federal and state grant and program regulations, including HIPAA; and OMB circulars; local government operations, including knowledge of BARS (Budgeting, Accounting and Reporting System for State and Local Governments) would be a plus.
  • Ability to: Analyze and solve complex problems and explain results in writing; prepare a variety of written reports; assist in interpreting, applying, and explaining federal, state and local policies, procedures, laws, and regulations and incorporating them into terms and conditions for subcontracts; establish and maintain effective working relationships; meet deadlines established by granting agencies, including application and reporting deadlines for multiple grants; coordinate with other units (program and contracts) for procurement processes, contract planning, establishing outcomes, and desk review/onsite monitoring.
  • Track work, meet responsibilities and deadlines; work independently in a fast-paced environment, while managing a heavy workload.
  • Strong analytical, written, and oral communication skills, including English grammar.
  • Intermediate knowledge of Microsoft Office applications, including Excel and Outlook.
  • Experience working directly with people from diverse communities including but not limited to racial, ethnic, and socioeconomic backgrounds.

Nice To Haves

  • Previous grants accounting experience is highly desirable.
  • The ideal candidate would have experience working with human services programs and nonprofits.
  • Experience in grant accounting and administration, risk analysis, preparation for audits and working with community-based non-profits and public entities.
  • Strong customer service and communication skills.

Responsibilities

  • Provide advanced, technical grants accounting support work involving varying fiscal years, create budget spreadsheets and reports, and answer complex questions complying with department and County policies and procedures for program managers/staff, providers, auditors, sub-contractors/recipients.
  • Complete grant reports, fiscal spreadsheets, reconciliations, and research work.
  • Read and interpret grant language and contract language for compliance issues.
  • Address any non-compliance issues with program personnel, management, or providers.
  • Monitor, analyze and maintain financial transactions and accounting for a wide variety of grants funded by Federal, State, and local sources.
  • Run reports and reconcile against budgets, revenue & expenditures, other funds, and programs, etc.
  • Reconcile contracts to grants and internal fiscal reports.
  • Monitor fiscal compliance by subcontractors and sub-recipients with various reporting periods.
  • Track revenues and expenditures by funding source and/or subcontract.
  • Process accounting adjustments, journal entries and supplier invoice payments.
  • Reconcile, prepare, enter, and pay grant provider invoices each month.
  • Work with Management Analysts and other staff to create contract modifications when contracts have expired or overspent.
  • Provide complete accounting support for loan funds, including amortization, payoff calculations, and preparation of required federal, state and local reports.
  • Set up, monitor, and manage program loans for applicable programs.
  • Perform other duties as assigned.
