About The Position

Grants and Community Development Grant Services Manager Posting Expires: April 23, 2026 Salary Range: $67,701.42 - $90,988.81/annually General Description and Classification Standards Manages the administration of all grants within a specific department(s) to ensure proper accounting and in accordance with Federal Office of Management, Budget Circulars and other federal and state laws. Tracks financial results of each federal and state grant within each budget. This is full-time supervisory work over a complex work group. Group may be professional, technical, or administrative in makeup. Positions at this level would typically lead a unit that has a unique or distinctive function; or lead a group with highly technical or sensitive responsibilities. Supervision Received Direction received is very general and focuses more on long-term and short-term grant management objectives. This is a policy-advisory level of management and would be considered “middle" management. Essential Duties and Responsibilities These are typical responsibilities for this position and should not be construed as exclusive or all inclusive. Manages the administration of all grants within a specific department(s) to ensure proper accounting and in accordance with Federal Office of Management, Budget Circulars, and other federal, state, and local laws. Tracks financial results of each federal and state grant within each budget. Reviews and approves daily cash reimbursements. Meets with staff to discuss grant operational activities and provide direction and monitors timelines and progress reports. Reviews financial activities for compliance with terms and conditions of the grant and signs contracts. Manages the day-to-day operations. Creates operating plans, forecasts, and reporting systems. Manages the budget preparation, submittal, and administration. Develops organizational structure; and selects, develops, and manages staff. Establishes internal processes, interprets and applies organizational policies, and provides input into new policy and strategy. Manages purchasing, inventory, equipment maintenance, and other asset-related functions Approves purchase/supply orders, expense accounts. Selects from multiple procedures and methods to accomplish tasks. Applies organizational policies. Maintains formal supervisory authority over work group (typically at least 4-5 employees) to include discipline, performance management, scheduling, training, etc. May make purchasing or resource allocation decisions within organization guidelines. May perform other duties as assigned. Requirements

  • In-depth knowledge of grant administration.
  • Strong general accounting and GAAP knowledge.
  • Knowledge of specialized language and terminology used in grants.
  • Advanced leadership and management skills.
  • Strong planning, organizational, and presentation skills.
  • Ability to identify operating issues and apply short-term solutions.
  • Ability to build strong relationships within the City as well as with outside agencies.
  • Bachelor’s Degree in Accounting, Finance, or related field
  • Five (5) years of grant administration experience.
  • Must have some project management or leadership experience.

Nice To Haves

  • Master’s Degree in Accounting, Finance, or related field; with three (3) years of grant administration experience.
