About The Position

This Government Operations Consultant III (GOC III) position performs professional work under the direction of the Environmental Administrator within the Division of Waste Management’s Waste Operations Section, located in Tallahassee, Florida. The ideal candidate will possess knowledge of database and accounts management. This position provides essential support for creating, modifying, and terminating network and Oracle accounts, assigning Division of Waste Management (DWM) roles, and managing user permissions. The position serves as the technical lead for Oculus and Cherwell resolutions and supports data management activities, including data processing, analysis, and reporting. This role is a key support element for the centralized ERIC database. In addition, the GOC III is responsible for assisting with data processing; assigning and modifying roles; processing Division ticket requests through the Office of Technology and Information Systems (OTIS); providing training; and delivering excellent customer service to DWM staff, contractors, county users, and the public. The position also works closely with leadership to plan and prioritize activities and projects in alignment with DEP’s strategic objectives and to identify integrated solutions to a variety of organizational challenges. Will conduct organizational studies and evaluations on office procedures providing technical assistance and developing procedures to assist the Division of Waste Management (DWM) to operate more efficiently and effectively. Acts as team lead and regularly communicates with the Environmental Administrator and Business Support Program Administrator, providing relevant updates on high priority and high interest projects and issues. Provides first level technical support for DWM applications. Coordinates with DWM contractors in providing user support in working with Tough-Pad field devices and application troubleshooting. Serves as technical lead for Waste Operations OCULUS email/ticket resolution. Acts as liaison between division staff and the Office of Technology and Information Systems (OTIS) to provide customer support and troubleshooting for OCULUS tasks. Provide project management for OCULUS input; mentor program administrative staff; assist DWM staff, contractors, county users and the public with OCULUS questions/issues. Assign roles for Waste Oracle Applications and manages permissions for accounts. Prepares technical how-to information for DWM applications as needed. Creates, modifies, and terminates network, oracle, and/or Exosphere accounts for department, contractors and county staff. Acts as technical lead and provides customer assistance for tickets pertaining to Waste Operations area of responsibilities. Tasks include but are not limited to: Manages maintenance tickets in support of DWM users in accordance with metrics for reporting performance. Coordinates creation, modification, and termination of waste user accounts for DEP Network (Active Directory), Exosphere, Oracle (production and beta), Outlook, Databases and Applications, etc. Responsible for the creation and modification of distribution lists and calendars in Outlook. Assignment roles for waste Oracle applications. Support for OCULUS requests for technical assistance which may include administrative functions, document corrections, etc. Performs related work and special projects as needed. Perform other duties as required.

Requirements

  • Knowledge of practices and techniques of computer programming and system analysis design.

  • Ability to create, modify, and terminate accounts
  • Skill in QLIK report or another related tool.
  • Ability to manage Accounts, Microsoft Outlook, and Active Directory accounts.
  • Ability to utilize problem solving techniques.
  • Ability to prioritize workload.
  • Ability to communicate effectively.
  • Ability to deal with people in person and over the telephone in a courteous manner.
  • Ability to establish and maintain effective working relationships with others and work with limited supervision.
  • Valid Driver License.
  • At least two (2) years of verifiable related experience. Post-secondary degrees may be used as an alternative for the required years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees.
  • Must be currently employed with the Florida Department of Environmental Protection.

Nice To Haves

  • Preferred experience in data processing and accounts management.
  • Knowledge of user account administration, including creating, modifying, and terminating network and Oracle accounts.
  • Experience assigning roles and managing permissions within enterprise systems or centralized databases (e.g., ERIC or similar platforms).
  • Proficiency with ticketing and service management systems, such as Cherwell, Oculus, or comparable systems.
  • Experience serving as a technical lead or primary point of contact for system-related issues and resolutions.
  • Ability to provide training and technical assistance to staff, contractors, and external users.
  • Demonstrated ability to deliver excellent customer service and communicate effectively with both technical and non-technical audiences.
  • Experience working collaboratively with leadership to prioritize tasks, manage competing deadlines, and support strategic initiatives.
