About The Position

This position will report to SunCoast Region Office of Economic Self-Sufficiency Program Office and may be in any of the following counties: Hillsborough, Pinellas, Sarasota or Lee County. This is an Internal Agency Opportunity for qualified candidates currently employed with the Department of Children and Families. Teleworking is not an option. We encourage all interested individuals to apply. Some travel may be required. The individual occupying this position may provide policy support, operational and programmatic project management, data management, quality assurance, and fiscal coordinative assistance in the ESS program areas. The bi-weekly salary range for this position is $1,733.08 - $3,664.76.

Requirements

  • Knowledge of the organization’s mission, vision, and functions, and how its social, political and technological systems work and operate effectively with them.
  • Knowledge of program policies and procedures as mandated by federal, state, and local governing areas.
  • Knowledgeable of methods for compiling, organizing, and analyzing data to prepare Business Plans, Business Plan spreadsheets, and other reports as needed.
  • Knowledge of basic management principles and practices.
  • Knowledge of various computer systems used within the ESS Program including FLORIDA, Worker Portal, People First, MES, FLMMIS, ESS Online Data & Reports, ESSI Online Quality Management System, EBT and Power BI/Analytics.
  • Ability to use Smartsheet and Microsoft Office programs to include Excel, PowerPoint, Word, Access, Outlook, and Teams to manage and complete assignments.
  • Ability to coordinate, plan and organize work assignments and products, set priorities and determine short- and long-term goals.
  • Knowledge of, and experience in, the public assistance programs administered by Economic Self Sufficiency including Temporary Cash Assistance (TCA), Food Assistance (FA), Medicaid (FMED), Refugee Assistance Program (RAP), and Group Homes.
  • Ability to coordinate, plan and facilitate effective training, meetings, and presentations for internal and external small and large group events.
  • Ability to work independently, be organized, and project a professional image in a fast-paced environment.
  • Excellent written and verbal communication skills, including the ability to facilitate large group discussions, establish and maintain effective working relationships.
  • Ability to lead work groups and teams to achieve high quality deliverables.
  • The ability to monitor and evaluate outcomes of a problem and develop solutions to identify lessons learned or redirect efforts.
  • Proficient in PowerPoint, presentation software and AV equipment preferred.
  • Four years or more of professional or nonprofessional experience in Human Resources, Staff Development, Contract Management, Project Management, Process Improvement, Data Analysis, or health, social, and economic rehabilitative programs.
  • OR a bachelor’s degree or higher from an accredited college or university.
  • OR 120 semester hours or 180 quarter hours can substitute for the experience.
  • Minimum of three years of case processing experience in programs related to Economic Self Sufficiency (ESS) with the Florida Department of Children and Families.
  • Must have a valid Driver’s License.
  • Must be able to lift 25lbs or more.
  • Must be willing and able to travel.

  • Preference will be given to those who have at least one year of ESS Program Office work experience.

Responsibilities

  • Coordinate activities associated with the Department’s and ESS program staff development goals by leading project teams, coordinating professional development initiatives, and evaluating organizational performance data.
  • Conducts industry research to improve employee engagement and identify best practices.
  • Effectively analyzes data and provides improvement information.
  • Collaborate with others or work on teams to accomplish work-related activities and to determine appropriate action or recommend improvements or solutions to problems.
  • Reviewing and analyzing Human Resource data to determine Departmental strengths and opportunities.
  • Within the scope of available resources, plan, direct, deliver, and evaluate organizational development and professional growth activities.
  • Identifying targeted problem areas and offering recommendations and follow-up.
  • Plan and execute special events and community service initiatives.
  • Effectively conducts training and/or developmental activities for staff as demonstrated by formal observations. Observations can be conducted by managers or peers.
  • Effectively conducts training and/or developmental activities for staff as demonstrated by average scores on a standardized electronic survey of trainees. An electronic survey should be completed as the conclusion of every training session.
  • Completes all project plans and project task lists associated with forums or workgroups timely.
  • Act as liaison between departmental, regional and external partners for staff development initiatives, special events, and training events.
  • Ensures all staff development project resources are updated and archived.
  • Participates in planning for ESS strategic business and technology needs.
  • Assists ESS management in identifying and developing needed program improvement tools and enhancements. Consults with operational management team members, external stakeholders and key Headquarters stakeholders during analysis, design and development of solutions.
  • Complete observations of facilitators and trainers to provide feedback for improvement and effectiveness.
  • Develops and executes comprehensive monitoring plans for programs, applies diverse methodologies and techniques for program evaluation, and designs, implements, and oversees corrective action plans to enhance program outcomes.
  • Work with all levels of management to determine core competencies required for key positions in the organization and identify specific resources to ensure acquisition and maintenance of those competencies.
  • Performs other related duties as required.
