Government Operations Consultant I - 37020288 State of Florida Department of Environmental Protection Office of Resilience and Coastal Protection This position is located in Tallahassee, Florida PREVIOUS APPLICANTS DO NOT REAPPLY    Position Overview and Responsibilities: In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department’s Standards of Conduct, as well as all departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position. This position will: Will conduct organizational studies and evaluations on office procedures providing technical assistance and developing procedures to assist the Resilient Florida Program to operate more efficiently and effectively. Serve as Contract Manager in accordance with Chapters 287 and 215, F.S. for assigned program contractual agreements. This includes, but is not limited to, contract drafting, financial management, invoice & deliverable review and processing, financial reconciliations, contract performance monitoring, and maintenance of official contract files. Coordinate with project managers regarding disputed items and counseling Contractors and/or their consultants on fiscal issues; advise them on program rules and policies. Coordinate and assist with the analysis of financial information in payment requests for the Resilient Florida program, including reviewing requests for mathematical accuracy, proper documentation of costs, compliance with program agreements and regulations. Maintain weekly budget reports for operating and fixed capital outlay funding. Perform data entry into program and department databases. Monitor shared inboxes for the program. Assist with certified forward during fiscal year end and as directed for fixed capital outlay funding. Perform other duties as assigned.

Requirements

  • Knowledge of grant or contract best management practices.
  • Ability to interpret and apply related federal, state, and local laws, ordinances, rules, and regulations.
  • Ability to interpret and apply related policies, procedures, principles, and practices.
  • Skilled in the use of computer applications, particularly Microsoft Office Suite
  • Ability to review and monitor policies and procedures for compliance with applicable requirements.
  • Ability to evaluate and analyze data relating to project management activities.
  • Ability to compile and review financial data for accuracy, completeness, and compliance.
  • Ability to understand and apply applicable rules, regulations, policies, and procedures relating to grants management activities.
  • Ability to develop and organize data into logical format for presentation in reports, proposals, and other written documents.
  • Ability to utilize problem-solving techniques.
  • Ability to work independently.
  • Ability to plan, organize and coordinate work assignments.
  • Ability to communicate effectively.
  • Ability to establish and maintain effective working relationships with others.
  • At least four years of verifiable related experience.  Post-secondary degrees may be used as an alternative for the required years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees.
  • Florida Certified Contract Manager or ability to obtain with 1 year of hire.
  • A valid driver’s license.

  • Florida Certified Contract Manager (FCCM)
  • Project Management Professional (PMP), or Certified Associate in Project Management (CAPM)
  • Certified Floodplain Manager (CFM)
  • Contract or Grant Management Experience
  • Lean Management, or other levels of Lean Six Sigma certification
  • Experience with data analytics platforms such as Microsoft Power BI, QLIK, or similar software
  • Experience with Adobe Creative Cloud suite of products such as Adobe InDesign, Adobe Illustrator
  • Experience with programs developed on the Salesforce platform
