Conducts organizational studies and evaluations on office procedures providing technical assistance and developing procedures to assist the Division of State Lands to operate more efficiently and effectively. Performs in-depth audits, analyses, assessments and provides recommendations for lease accounts to support revenue collection.  Identifies and resolves issues and problems related to lease fees and applicable discounts.  Educates and advises leaseholders on relevant laws governing the reporting of revenues generated from the use of state-owned land, ensuring all income is properly reported and fees owed to the state are collected. Audits financial records and related data and prepares comprehensive reports.  Prepares and analyzes audit reports related to the collection of past due fees, revenues, and receipts of all assigned accounts.  Participates in the development and preparation of various reports.  Conducts invoicing, tracking and monitoring of payments for assigned accounts.  Initiates collection efforts in accordance to established guidelines and applicable laws for delinquent accounts.  Coordinates with the Office of General Counsel regarding unresolved accounts and works with the Bureau of Finance and Accounting to manage collections and reconcile accounts. Performs administrative tasks, including assisting with testing related to the development of revenue tracking systems and generating related reports. Reviews correspondence concerning revenue collection and reporting revenue to ensure compliance with agency and division standards. Collaborates with district staff and the Bureau of Public Land Administration to analyze and assess lease fees in arrears and prepares corresponding invoices. Implements administrative and program policies and procedures, including the identification and execution of revenue and collection policies.  Assists in reviewing rules related to revenue collection and reporting. Implements necessary procedural changes and maintains the procedures manual.  Supports the development of process improvements and testing program updates. Performs other duties as assigned.

  • Knowledge of: basic accounting policies, practices and procedures; methods of data collection.
  • Knowledge and Skill in:  principles of effective customer service; use of office equipment including personal computers and software such as Windows, Word, Excel, Outlook and Internet; prepare and maintain a variety of accounting records; establish and maintain effective working relationships with others; communicate effectively both verbally and in writing; apply applicable rules, regulations, policies and procedures related to an accounting program; analyze and interpret basic accounting data; plan, organize and coordinate work assignments.
