About The Position

Diageo’s Montgomery, Al site is a complex plant that operates as a Distilled Spirits plant (DSP), key to Diageo’s North American supply strategy. Montgomery site will pay significant amount in federal excise taxes due to the U.S. Alcohol and Tobacco Tax and Trade Bureau (TTB). This function plays a key role in the delivery of North America’s supply strategy. Purpose · Ensure site compliance with Title 27 of the Code of Federal Regulations (Part 19) as a DSP, during the activities of production and shipment. · Prepare and file federal and state excise tax payments and reports of processing operations, production, storage for spirits based beverages. · Review tax liability and drawback balances and reconcile monthly with payments and drawback claims for the site. · Lead destructions, exports and all processes related with the compliance of regulations of the Alcohol and Tobacco Tax and Trade Bureau (TTB) Management Responsibility This role is based in Montgomery, Alabama reporting to the Government Compliance Manager and works closely with Plant Management to ensure compliance with all regulations. The role also works closely with Finance business partners to reconcile financial accounts. The role partners with another Analyst to file monthly reporting accurately and on-time with the TTB. Additionally, this role will interact with the Montgomery Manufacturing and Finance team with regard to inventory adjustments and other taxable items. There are no direct reports to this role. Complexity of Role · Site authority on the Code of Federal Regulations, Title 27, Parts 19, and 24 and other related Parts. · Regulatory compliance (state and federal) and control. · Timeliness, quality and accuracy of tax payments and all reports. · Subject Matter Expert, supporting projects and sites to deliver desired objectives. · Support Audit Ready rollout. · Lead audits of production and shipping records and tax payments by TTB as required. · Interact with plant management/staff, government officials, as well as Regulatory Team, Liquid Developers, Corporate Legal, 3rd party warehouses. · Minimal travel (3-4 weeks for training) will be required during other site audits, corporate training or other required events.

Requirements

  • Chemical / Industrial Engineering /Finance/Accounting or equivalent college degree or operational background.
  • Exposure to supply chain activities is beneficial. Accounting and auditing experience in a manufacturing environment is preferable.
  • Knowledge of Code of Federal Regulations (Title 27) considered a plus.
  • Strong SAP background with proficiency in computer skills. Must be strong with MS Excel/Power BI and Word.
  • Ability to effectively communicate at all levels, both verbal and written, with internal partners, external government agencies, and 3rd Party vendors and customers.
  • Ability to juggle priorities and work under pressure. Must be detail oriented.
  • Self-starter with an ability to work independently.

Responsibilities

  • Prepare and file federal tax payments/returns and monthly state tax payments/returns accurately and on-time. Prepare and file monthly federal reports accurately and on-time.
  • Assist finance in monthly tax and drawback account reconciliations.
  • Maintain tax-paid export drawback balances of less than 180 days and ensure exports have acceptable proof of export.
  • Prepare for government audits and assist other sites in preparation for and during government audits. Provide assistance to internal and external auditors.
  • Participate in annual internal risk audits.
  • Interpret federal and state excise tax regulation and identify risk pertaining to non-compliance.
  • Establish standards and share best in class practices across sites. Build site capabilities through training of key plant personnel to align with regulations. Provide technical support to the site and 3rd Party Warehouses on compliance with regulations. Assure compliance with all regulations through monthly self-assurance audits.
  • Maintain engagement and involvement in plant/corporate activities and events. Continuously challenge ways of working.
  • Other duties as required.
