In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department’s Standards of Conduct, as well as all departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position. Will conduct organizational studies and evaluations on office procedures providing technical assistance and developing procedures to assist the Office of Resilience and Coastal Protection to operate more efficiently and effectively. The incumbent will directly support Operations Manager C with fiscal reporting of the federally funded grants in the Resilient Florida Program. This includes analyzing data, understanding, and adhering to federal rules and guidance including but not limited to the 2 C.F.R. 200. Track progress on all federally funded projects. Prepare and facilitate communications or training to the grantees and grant managers to maintain clarity on the use and reporting of federal funds. Prepare reports on all expenditures and encumbrances related to the federally funded grants as directed by the Department’s Leadership and Executive Office of the Governor. Identify and communicate with the grantee and/or grant manager on missing information or ineligible costs. Assist with activities related to monitoring the federally funded grants, including reviewing invoices, fiscal documentation, and any applicable local match. Reconcile expenditure reports to ensure compliance with federal government fiscal and administrative policies and regulations. Perform on site fiscal reviews as directed. Serve as the primary point of contact for fiscal related matters on all assigned grants including federally and state funded grants. Serve as the Contract Manager for assigned program contracts, as applicable. This will include developing and drafting contract scopes of services and amendments, reviewing and analyzing contract budgets and related financial information, working closely with vendor(s) to ensure timely submission of all deliverables, quality of deliverables, and adherence to the intent and scope of services outlined in the contract; and timely and accurate submission of invoices, payment of invoices, and maintaining payment log to track all invoice submissions. Analyze and approve financial information in disbursement/payment requests for the Resilient Florida Program, including reviewing requests for mathematical accuracy, proper documentation of costs, compliance with program agreements and regulations. Assist in the coordination of program and section activities including reviewing and preparing presentations to the public, presenting presentations, counseling project sponsor representatives and/or their consultants on fiscal issues; advises them on program rules and policies. Conduct annual review of Fixed Capital Outlay (FCO) funds and prepare certified forward forms. Keep record and reconcile all FCO encumbrances and project status completion. Coordinate with grant or contract managers for additional information necessary to complete certification of FCO funding. Use database and spreadsheet software to complete reconciliations. Monitors the appropriation, approved budget, allocation, release, and availability of funds. Assists in maintaining various section databases. Performs other duties as assigned.
