About The Position

This is a highly professional position in the Office of CBC/ME Financial Accountability that performs highly analytical work on the design and implementation of the Department’s Child Welfare System called the Florida Safe Families Network (FSFN). Serves as manager for Florida Safe Families Network (FSFN) Financial Module and Community Based Care (CBC) financial reporting processes. Analyzes client payment data and provides recommendations for the proper use of and enhancements to the FSFN Financial Module. Design and implement monitoring programs of FSFN payment data for Department contract managers and financial monitoring staff that identify unallowable or questionable payments that may require corrective action by the Community Based Care (CBC) lead agency. Provide highly specialized financial and analytical reporting on client payment data from FSFN in support of CBC Risk Pool process which is defined in 409.990(7), Florida Statutes (FS). Manages the reconciliation process of FSFN payments to expenditures reported by CBC lead agencies each month to ensure compliance with federal Title IV-E Foster Care and Title IV-E Adoption grant requirements and State of Florida maintenance adoption subsidy (409.166, FS), independent living (409.1451,FS), extended foster care (39.6251, FS) and guardianship assistance payments (39.6225, FS) financial requirements. Provide technical assistance and develop training programs for Department contract managers and CBC lead agency financial staff on the proper reporting of allowable costs per federal regulations, state laws, Department rules and contract requirements. Participate in FSFN design projects that affect the FSFN Financial Module operations by providing technical expertise and advice that ensures compliance with financial requirements in federal regulations and state laws. Read and intrepret changes to federal and state laws affecting funding and expenditures in CBC lead agency contracts in order to identify changes to Department policies and procedures, financial guidance, documents and forms created for gathering financial information from lead agencies. Assist in the annual CBC financial and system of care analysis, which includes updating the Financial Viability Plan templates and preparation of the annual CBC Multi-Year Review and Financial Accountability Reports (409.996(3), F.S.). Provide annual financial information and FSFN client payment information to support legislatively required reports, such as Human Trafficking, Independent Living, and other child welfare programs. Provide financial information and FSFN client payment information to internal and external auditors as needed. Provide quarterly statistics for adoption and client counts for adoption, guardianship assistance program, and foster care maintenance payments

Requirements

  • Knowledge of applicable Federal Awards and State of Florida statutes, laws and rules.
  • Knowledge of generally accepted accounting principles.
  • Knowledge of and ability to use pc-based applications such as worksheet (Excel) applications to track and analyze budget and expenditure information from lead agencies.
  • Knowledge of the methods of data collection and analysis.

Responsibilities
