About The Position

Under limited direction, the GIS Manager supervises GIS operations; primarily to deliver products as a working supervisor to provide direction to staff throughout the Planning and Development Services (P&DS) department in the area of GIS; to provide research, analysis, consultation, technical assistance, coordination, and management to enhance GIS services at P&DS; to provide project management; to collaborate as a team member of the Information Resources work group; and to perform related duties as required.

Valid driver's license.
Have and maintain an acceptable motor vehicle record.
Have and maintain acceptable background information, including criminal conviction history.
Bachelor’s Degree in geography, business or public administration, engineering, computer science, natural resource management or related field; or equivalent of eight (8) years of experience may substitute for the education requirement only.
Six (6) years of experience.
Two (2) years of successful experience supervising GIS, natural resource, resource management, or IT personnel including developing work plans, coordinating projects, hiring, evaluating and managing staff in all aspects of work.
Experience in project management.

Responsibilities

Participates as a member of the Information Resources Supervisory Team.
Contributes and gives input to the team.

Provides leadership and contributes to the development, implementation, monitoring, and reporting of the following:
The GIS work program.
Workgroup operations.
Comprehensive service plan with a focus on customer services and continuous improvement.
Provides direction for GIS service delivery across the department.
Works in a collaborative manner direct supervisor, peers, and staff to:
Lead and direct the GIS program and related projects by identifying, prioritizing, and coordinating activities to ensure that departmental needs are met, and that a high level of service delivery is provided in a coordinated, efficient, and effective manner to the public and to city staff; identifies and implements related recommendations.
May be assigned acting status in the absence of the IT Applications Senior Manager.
Develop client relationships and provide exceptional customer service to internal and external customers through careful listening and understanding of client issues and by communicating findings, proposals, specifications, and project statuses to ensure multiple management objectives are met.
Provide strategic input on the direction of the enterprise and department GIS program.
Proactively and positively communicates city and department initiatives to program staff.
Develop data management protocol including maintenance, metadata and archives.
Ensures all departmental GIS data is managed and maintained.
Oversee management of mobile data collection efforts.
Under direction from the IT Applications Senior Manager, administers, coordinates, and supervises all aspects of the Information Resources GIS Team.
This includes:
Establishes work priorities to ensure that standards, and departmental needs are met.
Creates detailed goals and work plans; tracks progress associated with the workplan.
Performs annual Staff reviews, timesheet approval and manages the GIS hiring process.
Leads and mentors program staff based on principles of empowerment, listening, standards of excellence, city and department values, community connections, and responsiveness.
Promotes and provides opportunities for the application of innovative technology and new ideas.
Recognizes staff needs, coaches them, and seeks training and experiential opportunities to help develop skills and capacity.
Manages complex GIS and non-GIS projects designed to improve the department.
The projects may include multiple disciplines, departments, or agencies.
Collaborates with project stakeholders to develop viable project goals, objectives, and timelines for project deliverables and application launch.
Develops and ensures contractor compliance with contract terms where applicable.
Represents P&DS as a liaison to other city departments in projects or data-related efforts.
Other:
Performs related duties as required to meet the needs of the city.
Contributes to the leadership direction of the department.
Maintains a high level of professionalism and integrity; provides excellent customer services to internal and external customers; listens to questions and concerns, evaluates issues and possible solutions, works collaboratively with P&DS and other city teams to find solutions to challenges that arise; inspires confidence and respect; uses feedback from others to grow and develop.
Takes proper safety precautions, anticipates unsafe circumstances, and acts accordingly to prevent accidents.
Responsible for the safety of self, others, materials, and equipment.
Uses all required safety equipment and follows all safety regulations, policies and procedures.
Reports all accidents and damage to city property.

Optimizes the use of resources; responsible for knowing and complying with all city and department policies; participating in professional trainings and development; and adhering to attendance and workplace attire policies.
