This role serves as a technical authority for an enterprise Geographic Information Systems (GIS) environment, providing hands-on expertise, architectural guidance, and technical leadership across GIS data, systems, applications, and workflows. The position operates in an advisory and execution-focused capacity, leading technical efforts and ensuring high-quality, consistent GIS deliverables without formal personnel management responsibilities. Technical Leadership and Architecture Serve as the County’s primary GIS technical authority for enterprise GIS design, configuration, and optimization. Provide architectural guidance and technical direction for GIS platforms, data models, workflows, and applications. Establish and document GIS technical standards, best practices, and implementation guidance. Advise County stakeholders on GIS capabilities, limitations, risks, and improvement opportunities. Data Management and Quality Assurance Design, administer, and maintain enterprise and cloud-based GIS geodatabases, data layers, metadata, and documentation. Ensure the accuracy, integrity, and operational reliability of core GIS datasets supporting County operations. Define and implement Quality Assurance and Quality Control processes, data validation rules, and standards. Promote data sharing and eliminate redundant data collection efforts across departments. System Administration and Development Perform advanced edits and configurations within enterprise GIS environments. Configure, monitor, and optimize GIS software, services, licensing, and performance. Develop and maintain GIS applications, scripts, automations, dashboards, and workflow enhancements. Support integration of GIS capabilities with related County systems and business processes. Analysis, Mapping, and Deliverables Produce maps, spatial analyses, reports, and GIS products to support operational, planning, and decision-making needs. Lead technical development and review of public-facing GIS applications, web maps, and GIS portals. Ensure GIS deliverables meet defined quality, accuracy, and performance expectations. Project Execution and Coordination Provide technical leadership for GIS-related projects, including data modernization, application development, and workflow improvements. Coordinate technical tasks and outputs across County staff, project teams, and contributors. Participate in cross-functional initiatives to ensure GIS requirements are properly incorporated. Stakeholder Support and Knowledge Transfer Work collaboratively with County departments and stakeholders to assess GIS needs and recommend solutions. Provide technical guidance, mentoring, and knowledge transfer to County staff and GIS users. Respond to requests for GIS data and technical input from internal and external stakeholders, as appropriate. Technical Leadership and Accountability This role does not include formal supervisory authority, personnel management, or human resources responsibilities. The consultant will lead technical teams and contributors by defining technical approaches, coordinating efforts, and reviewing outputs. The GIS Technical Lead is accountable for the technical quality, consistency, and effectiveness of GIS solutions and deliverables. The consultant will collaborate closely with County management to align technical efforts with priorities, schedules, and operational needs.
