About The Position

The Kentucky Infrastructure Authority (KIA) is seeking a contractor-based GIS Analyst to support and maintain the Commonwealth’s water and wastewater mapping efforts. Kentucky’s water and wastewater infrastructure data is managed within the Water Resources Information System (WRIS) which is managed by KIA. The successful candidate will help deliver GIS solutions and excellent customer service. They will be a systems thinker who loves to understand the "why" of problems, enjoys working with others to help provide cost-effective solutions, and enjoys sharing and learning new GIS and technology skills. KIA has a collaborative work environment; focused on state-level water and wastewater system planning, funding, and development. We need someone with the passion and skills to help fulfill the following roles: Infrastructure Mapping – This includes data editing (preferably including data design and management as well), map production and web or mobile map creation. This position is responsible for infrastructure- related mapping coordination, data collection, data analysis, and website decisions. Plan, design, implement, and maintain water and wastewater infrastructure mapping programs and related data and applications as state resources. This position will work closely with the Area Development Districts, partners, and colleagues to coordinate infrastructure-related data collection activities and develop new map layers as needed. This position will work with Kentucky Infrastructure Authority personnel, Area Development Districts (ADDs), contractors, and other partners to handle maintenance, updates and troubleshooting of map layers as well as associated dashboards and web mapping applications. This position will be responsible for updating, reviewing, analyzing, and interpreting large data sets that are part of the WRIS. Geodatabase Design and Management. Creation and maintenance of ArcGIS file-geodatabases. Loading spatial data into enterprise geodatabases. Performance of advanced editing and spatial queries using ArcGIS. Cloud-based geospatial content management. Publishing of GIS feature services on ArcGIS Online. Creation of webmaps and feature services using ArcGIS Online. Configuration of dashboards and simple applications on ArcGIS Online. Automation using Python, ArcGIS Notebooks, DOS and other command line interfaces. The successful candidate’s work history will demonstrate they have the following traits: Highly motivated/adaptable – Should be a self-starter who is adaptable to changing needs/opportunities. Very Analytical – The successful candidate enjoys figuring out the "why" of a problem. Understand and document issues/needs into use cases. Define what a viable solution would be, including its scope. Identify what technology is needed to solve the problem/need. Break down and define the steps required to build the solution. Design efficient data structures that support the solution. Identify who needs to accomplish which work. Estimate the time required to execute the solution. Work collaboratively to develop and deliver the best solution for the customer. Attention to detail, should be able to identify and solve problems/errors before they reach to customer. This aspect impacts all phases of project and operations work. The candidate should be able to work efficiently within the timeframes demanded by the other work commitments. Collaborative – Enjoy working on a focused team that is working to maintain the WRIS. The successful candidate will have a demonstrated history of working collaboratively to find and craft innovative and sustainable solutions. Requirements

  • EDUCATION: Graduate of a college or university with a bachelor's degree. Applicant must have successfully completed six semester hours in computer science, data processing, or geographic information system courses.
  • EXPERIENCE, TRAINING, OR SKILLS: Three years experience in a technology or GIS-related field.
