About The Position

The Illinois Department of Public Health is seeking a highly motivated individual to serve as the manager of the General Engineering Program responsible for managing division programs, including Manufactured Housing, Migrant Labor Camps, Youth Camps and Campground licensure. Reviews plans for regulated facilities to assure compliance with State laws, codes, and policies. Requirements

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years college.
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in Environmental health investigations and administration of environmental public health programs.
  • Requites current Illinois license as a Professional Engineer.
  • Requires appropriate, valid driver’s license.
  • Requires use of personal vehicle for extensive work-related travel within the State.

Nice To Haves

  • Three (3) years of experience reviewing engineering plans and specifications to ensure compliance with all applicable federal, state, and local environmental engineering laws and regulations.
  • Three (3) years of experience preparing and/or reviewing evidence for court proceedings in regards to environmental health regulatory programs and regulated entities.
  • Three (3) years of experience supervising employees, including experience in hiring, discipline, performance improvement, and performance evaluations.
  • Three (3) years of experience establishing, maintaining, and improving cooperative working relationships with entities on environmental health issues.
  • Three (3) years of experience using Microsoft software products including Word, Excel, PowerPoint, etc.

Responsibilities

  • Under the general direction of the Chief of the General Engineering Section of the Division of Environmental Health, manages the General Engineering Program which includes engineering plan review and evaluating the statewide Manufactured Housing Installation, Migrant Labor Camps, Youth Camps and Campground licensure services for the Division.
  • Reviews and evaluates all inspection reports for the installation of manufactured homes to assure technical accuracy, compliance with State laws, codes, policies, and manufactured specifications.
  • Serves as working supervisor
  • Oversees, reviews, approves, and monitors manufactured home installation courses and assists with sponsors or schedules continuing education classes for the installers in conformance with the code and HUD guidelines.
  • Reviews and issues approvals when conformance to the adopted code is met for manufactured home tie-down equipment.
  • Schedules and travels to attend and report on all advisory board meetings and oversees and processes travel expenditures for the board members.
  • Attends continuing education and professional development training.
  • Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.
