We are hiring a BIT Suspense Section Manager (Public Service Administrator, Option 2) for our Business Processing Division in Springfield, IL. Don’t let this opportunity pass you by. Apply now before time runs out! Essential Functions Under general direction, serves as the manager of the Business Income Tax (BIT) Suspense Section. Serves as full line supervisor. Examines, researches, adjusts and resolves the more technical/complex/controversial accounts. Provides guidance and assistance to subordinates in resolving procedural problems, complex processing problems, and resolution of accounts. Serves as a committee member during year-end testing and special project teams. Serves as the leader of special projects as assigned by the Division or Bureau managers (e.g., implementation of new programs). Attends and participates in Division/Bureau staff meetings to keep apprised of any new and/or revised policies, operating procedures, legislation, etc. Provides back-up to other section managers in the Bureau to supervise staff in the absence of the regular supervisor or to provide additional assistance to production backlogs, new program implementation, or special projects. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Requirements

  • Requires knowledge, skill and mental development equivalent to completion of four years of college preferably with courses in accounting or finance.
  • Requires prior experience equivalent to three years of progressively responsible administrative experience in accounting or finance with related tax accounting work.
  • Requires the ability to successfully complete a tax compliance and fingerprint-based background check.
  • Requires the ability to use and secure a state issued mobile device, e.g., cellular phone, laptop computer, tablet, etc.
  • This position is considered medium work as defined by the U.S. Department of Labor (20 CFR 404.1567(c)). Medium work involves lifting no more than 50 pounds at a time with frequent lifting or carrying of objects weighing up to 25 pounds.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.

Nice To Haves

  • Four (4) years of experience with the Illinois Income Tax Act, including work with tax returns, accounts, rules, regulations, and processes.
  • Three (3) years of experience developing, installing, and evaluating new and revised methods, procedures, and performance standards.
  • Three (3) years of experience preparing and maintaining complex statistical and informational reports.
  • Three (3) years of experience communicating effectively with the public and within the organization by organizing and presenting material both orally and in writing.
  • Two (2) years of experience planning, assigning, and supervising subordinate staff.
  • Advanced proficiency with the GenTax, MyTax Illinois, or similar tax processing software.
  • Intermediate proficiency using Microsoft Word or similar word processing software.
  • Intermediate proficiency using Microsoft Excel or similar spreadsheet software.

Responsibilities
