As a supervisor, the employee must communicate with, motivate, provide or coordinate training, and direct the work of his/her subordinates. In addition, the employee must complete timely performance evaluations, develop timely and accurate work plans, and timely approve monthly attendance and leave for each position under his/her direct report. Timesheets will be completed in the People First system in accordance with DOE Policy. The employee has the authority to make hiring recommendations as well as disciplinary recommendations. This position performs supervisory work, overseeing staff who administer vocational rehabilitation programs. Responsibilities include but are not limited to planning, directing, promoting, and developing technical assistance and guidance. The role requires independent judgment in developing and supporting policies and procedures that significantly impact personnel administration. Coordinates and administers the establishment of policies, guidelines, and operating procedures for the delivery of vocational rehabilitation services. Directs and coordinates updates and revisions of policy manuals. Develops processes in accordance with policies and procedures to better serve VR customers. Coordinates the update or revision of field services policies, procedures, guidelines/best practices for services, and policy-related updates to the Vocational Rehabilitation Case Management System, when needed. Recommends policy changes to improve programs or meet new program requirements and/or new federal requirements. Ensures the development of partnerships, liaison activities, and collaboration with community partners, stakeholders, and other agencies to promote the provision of services to individuals with disabilities as they relate to VR programs. The employee must be productive under tight timeframes, balance multiple and competing priorities, and maintain goal-directed behavior and performance sometimes under stressful conditions. The employee must interact courteously with others. The employee’s performance and behavior must demonstrate consideration of the workload concerns of others and must not negatively affect productivity and morale of the section.
