About The Position

This Program Consultant position is responsible for developing and updating Food and Nutrition Services policy and rules which are complex in nature according to Federal and State regulations. Analyze and interpret federal/state policy interpretations to identify the impact on program policy and ensure that Food and Nutrition policy complies with federal and state regulations. Coordinate with the appropriate sections, agencies, and committees across the Department of Health and Human Services regarding changes that affect policy. Prepare and present policy to counties and appropriate committees. Also responsible for providing consultation to the Continuous Quality Improvement Specialists and county departments of social services regarding policy questions for Food and Nutrition Services.

Requirements

  • Master's degree in a discipline relative to the program from an appropriately accredited institution and two years of related experience.
  • Bachelor's degree in a discipline relative to the program area from an appropriately accredited institution and four years of related experience.
  • An equivalent combination of education and experience.

Nice To Haves

  • Demonstrated experience with a federally funded program that provides nutrition assistance or economic benefits (e.g., Food and Nutrition Services, Summer EBT, Medicaid, TANF/Work First, Energy Assistance, School Meals, WIC, CACFP, etc.)
  • Demonstrated experience with policy development and implementation and/or policy compliance/monitoring
  • Demonstrated experience with presenting information groups in large settings such as trainings, webinars or conferences.
  • Demonstrated experience with internal and external partners such as local, state, or federal partners or service providers on statewide programs or large-scale programs.
  • Experience with NC FAST

Responsibilities

  • Coordinate with the appropriate sections, agencies, and committees across the Department of Health and Human Services regarding changes that affect policy
  • Prepare and present policy to counties and appropriate committees
  • Provide consultation to the Continuous Quality Improvement Specialists and county departments of social services regarding policy questions for Food and Nutrition Services.
